Justice and Inclusion Administrator

Responsibilities

The Justice and Inclusion Administrator oversees all aspects of the HRC’s (Human Relations Council) civil rights enforcement by developing and promoting civil rights and inclusion programs and activities in the City of Dayton including investigation and enforcement of anti-discrimination laws, coordination and implementation of education and outreach activities, and establishment of a rapport and ongoing dialogue with individuals and community groups. The incumbent oversees the investigation process of fair housing, employment, public accommodation, and credit civil rights cases. The Justice and Inclusion Administrator must be knowledgeable of and interpret all City ordinances and applicable federal and state laws pertaining to civil rights and landlord-tenant issues. The administrator advises the Executive Director of the HRC on civil and human rights issues that challenge the quality of life of those who live, work, play and gather in the City of Dayton and makes recommendations on strategies to address identified barriers.

Minimum Qualifications

Bachelor's degree in Urban Studies, Urban Affairs, Public policy, Urban Planning, Transportation Planning, Community Development, Public Administration, Political Science, Demographics, Econometrics, Geography (GIS), Social Anthropology, Environmental Studies, Social Studies, Sociology, Social Work, Criminal Justice, Social Justice, Human Rights or a closely related field; AND 5 years of experience in civil or human rights, social justice, fair housing, equal employment, conflict management, or working with immigrants and other minorities; 


OR


Law degree AND 3 years of experience in civil or human rights, social justice, social advocacy, or working with immigrants and other minorities;


OR

 

A law license in any U.S. jurisdiction AND years of experience in civil or human rights, social justice, social advocacy, or working with immigrants and other minorities.

  

A Master’s Degree in Business, Public Administration, or one of the above listed areas may be substituted for one year of the above required experience.

 

Degree must be from a college or university that is accredited by the U.S. Department of Education through the North Central Association of Colleges and Schools Higher Learning Commission or equivalent region.

License Requirements

Must possess a valid driver’s license at time of appointment and maintain thereafter as a term and condition of continued employment.

Background Check

A background investigation and evidence of Employment Authorization and Identity is required prior to employment. All candidates must pass any level of background investigation applicable to the position, including current city employees seeking transfer, promotion, demotion, etc. into a classified position.


Medical Examination & Drug and Nicotine Testing

Final appointment is contingent upon the applicant passing a job-related medical examination including drug screen. Applicants offered employment with the City will be required to pass a nicotine screening. Newly hired employees must remain tobacco and nicotine free as a condition of continued employment. The Tobacco and Nicotine Free Hiring Policy does not apply to current City employees.
