Develops,
implements, and supervises a comprehensive Aircraft Rescue Firefighting and
Emergency Medical Services training curriculum in compliance with Federal
Aviation Regulations and the State of Ohio Department of Public Safety.
Provides fire prevention and suppression to all City of Dayton Aviation
Facilities. Directs protection operations to minimize loss of life and property
and ensures emergency medical and rescue services are provided. Supervises and
oversees the required training of Aircraft Rescue Firefighters and Airport
Police Officers; ensures that each receives the proper amount of training hours
and topics required to maintain their certifications.
The
Airport Public Safety Compliance Officer will act as the Liaison to the Medical
Director and the Greater Miami Valley Emergency Medical Services Council to
manage the Aircraft Rescue Firefighting Divisions drug license and drug bags as
required by the State of Ohio, as well as updates on protocols and medical
treatments. The incumbent will oversee the Annual Review of the Airport
Emergency Plan and the Full-Scale Disaster Exercise. The Airport Public Safety
Compliance Officer ensures that the Airport is meeting the HIPAA Medical
Records Standards, National Fire Protection Association Standards and the OSHA
Infection Control Standards. The incumbent will play an active role in Disaster
Planning and serve as a Liaison with the Dayton Fire Department, Montgomery
County Regional Dispatch Center and the Dayton Airshow Emergency Coordinator.
High School
Graduate or (G.E.D.) AND 6 years of Firefighting experience.
OR
Associates
degree in Fire Science or related field must be obtained within 3 years of
employment.
OR
Bachelor's
degree in Fire Science or related field, and Aircraft Rescue Firefighting
experience preferred.
Degree must be from a college or university that is
accredited by the U.S. Department of Education through the North Central
Association of Colleges and Schools Higher Learning Commission or equivalent
region.
Must possess at time of application or obtain through
reciprocity within 6 months of employment, a valid State of Ohio Level II
Firefighter Certification, and valid State of Ohio Emergency Medical Technician
Certification (EMT). Both certifications are expected to be maintained throughout
employment as a term and condition of continued employment.
Ohio
Emergency Medical Technician Paramedic (EMT-P) and Advanced Cardiac Life
Support (ACLS) is preferred.
Must
obtain and maintain an Ohio EMS Instructor Certification within 6 months of
employment and maintain throughout employment as a term and condition of
employment.
Within
1 year of employment, must obtain and maintain as a term and condition of
employment the following certifications:
§ State of Ohio Fire Safety
Inspector Certification
§ Hazardous Materials Operations
Level Certification
§ Ohio Fire Instructor I
Certification
§ Fire Officer I and Fire Officer
II Certification.
Must
complete National Incident Management Systems (NIMS) Training 100, 200, 300,
400, and 700, within 1 year of appointment and recurrent ARFF training as a
term and condition of employment.
Must possess a valid driver's license at time of
application and maintain thereafter as a term and condition of continued
employment.
Police and U.S.
Transportation Security Administration (TSA) fingerprint and background
investigations are conducted and required to work at Dayton International
Airport.

Background Check
A background investigation and evidence of
Employment Authorization and Identity is required prior to employment. All
candidates must pass any level of background investigation applicable to the
position, including current city employees seeking transfer, promotion,
demotion, etc. into a classified position.
Medical Examination & Drug and Nicotine Testing
Final appointment is contingent upon the applicant passing a
job-related medical examination including drug screen. Applicants offered
employment with the City will be required to pass a nicotine screening. Newly
hired employees must remain tobacco and nicotine free as a condition of
continued employment. The Tobacco and Nicotine Free Hiring Policy does not
apply to current City employees.
