Responsibilities

Incumbent performs duties related to collection, processing and telephone coverage for local Income Tax Administration. Conducts audit and issue refunds; enforce rules and regulations per Income Tax Ordinance for employer withholding compliance; conduct field audits under the guidance of Financial Services Supervisor and Tax Administrator; Coordinate with external agencies like Collection Agencies, JEDD and other local jurisdictions; assist in balancing income tax collection with Banner Accounting and with external auditors.
 
Accounting & Treasury: 
Manages the day-to-day tasks updating and auditing the City of Dayton’s accounting system and provides fiscal reports and accounting analysis to City management and the public. Ensures that the City fulfills its financial obligation to creditors and vendors in a timely fashion; receives full remuneration on all monies owed, and that irregularities in the City’s accounting system are minimized through proper and sound methods of internal control. Performs internal and external audits, administers the Executive Savings Plan, manages ACH wire transfers, oversees the Fire Damage Account, coordinates the vehicle fringe benefit program and prepares reconciliation of bank records, financial statements and reports. Must have the ability to manage grants and other projects with special funding and reporting requirements.

Revenue & Taxation: 
Must have a full understanding of the Income Tax Ordinance and Income Tax Rules and Regulations. Ensures that all income tax, penalty, interest and other applicable fees are collected in a timely and appropriate manner. This position requires a basic understanding of governmental accounting practices and procedures (GASB), financial reporting and a thorough knowledge of local, federal and state income tax laws and regulations. The incumbent must have excellent written and oral presentation skills in communicating findings, report presentations and interpretation of various federal, state and local laws and regulations. Must have the ability to educate the public regarding tax ordinances, laws, rules, regulations and general accounting practices and provide excellent customer service. The incumbent will use proprietary Income tax software and must be proficient in word processing and spreadsheet applications.

Minimum Qualifications

Bachelor’s degree in Business of Finance equivalency and one year of experience in accounting, auditing,
collections, investments or other finance related work.

Degree must be from a college or university that is accredited by the U.S. Department of Education through the North Central Association of Colleges and Universities or equivalent region.

License Requirements

Must possess a valid driver's license at time of appointment and maintain thereafter as a term and condition of continued employment.

Background Check 
A background investigation and evidence of Employment Authorization and Identity is required prior to employment. All candidates must pass any level of background investigation applicable to the position, including current city employees seeking transfer, promotion, demotion, etc. into a classified position.

Final appointment is contingent upon the applicant passing a job-related medical examination including drug screen.
