Introduction


Responsibilities

The Environmental Scientist protects the City's drinking water supply and enhances storm water management efforts.  The incumbent inspects and identifies existing and potential pollution sources, conducts groundwater and water quality studies and carbon footprint assessments, prepares and reviews action plans, reviews groundwater remediation plans, responds to environmental emergencies, and makes appropriate recommendations relative to the City's environmental compliance and drinking water supply.  The incumbent provides assistance in the planning, implementation, and coordination of the Source Water Protection Program (SWPP) in addition to working with businesses in the Source Water Protection Area (SWPA) on their reporting requirements, chemical handling, assessing hazard levels, construction plan review, and Source Water Protection Fund request review.  Conducts comprehensive investigations to define potential environmental impacts and make recommendations regarding possible abatement measures in response to complaints from citizens, industries, and businesses.  The incumbent completes water quality studies and water level monitoring of both surface water and groundwater using field monitoring devices.  The incumbent serves as the lead technical advisor for energy and sustainable practices and facilitates community education and outreach efforts for water resource protection.

Minimum Qualifications

Bachelor's degree in Geology, Chemistry, Biology, Water Resources Management, Earth Science, Environmental Science or equivalent discipline. Degree must be from a college or university that is accredited by the U.S. Department of Education through the North Central Association of Colleges and Schools Higher Learning Commission or equivalent region.

The following experience, knowledge and/or familiarity is preferred:  professional geologic experience; use of GIS software conceptual groundwater modeling, and data management; knowledge in applied hydrogeology and familiarity with hydrogeochemistry, aquifer hydraulics, fate transport, and basic geophysics; familiarity with environmental drilling techniques and water level monitoring devices and recorders; experience in Municipal Separate Storm Sewer System (MS4) regulatory requirements, Ohio EPA National Pollutant Discharge Elimination System storm water permits; knowledge of watershed quality sampling,  and water analysis. Knowledge of FAA regulations is preferred for candidates assigned to the Airport.

License Requirements

Must possess a valid driver's license at time of appointment and maintain thereafter as a term and condition of continued employment.

Special Requirements

Within 6 months of appointment, must obtain and maintain, as a condition of continued employment, a Hazardous Waste Operations and Emergency Response (HAZWOPER) certification.

Background Check

Final appointment is contingent upon the applicant passing a job-related medical examination including drug screen.
