Chief Building Inspector

Responsibilities

Directly supervises, implements and plans the inspectional strategies and day-to-day functions of the Electrical, Mechanical, Plumbing and Structural inspectors. Enforces federal, state and local building codes and ordinances regulating construction and alterations for buildings of all types of occupancies. Assists the inspectors in preparing legal orders and charges in municipal court against code violators, which requires knowledge of building, fire and housing codes and City of Dayton policies. Maintains accurate inspection records; and designs and manages cross training programs for staff. The incumbent convenes, consults and provides technical assistance to architects, contractors, engineers and citizens before and after permits are issued. Mediates difficult decisions and/or disagreements between owners, contractors and inspectors while maintaining goodwill with the public. During emergencies and critical situations, performs after-hour inspections to ensure public safety. Makes technical decisions while in the field performing inspections and conducting investigations.

 

Minimum Qualifications

Must meet one of the following:

Associate’s degree in a field closely related to construction AND 3 years of supervisory experience including planning and administering programs, establishing policies and procedures, supervision and public contact; OR 

 

High school graduate (or G.E.D.) AND two years of college in a field closely related to construction AND 3 years of supervisory experience including planning and administering programs, establishing policies and procedures, supervision and public contact.

 

License Requirements

Must have a valid driver's license at time of appointment and maintain thereafter as a term and condition of continued employment. 

 

Special Requirements

Must hold an Ohio Building Inspector Certification at time of appointment.

Must meet the qualifications to obtain an Ohio Building Official certification within one year of appointment (Certified Professional Engineer or Architect with five (5) years of experience OR have ten (10) years of construction, design, and inspection of buildings regulated by the OBC).

Appointment to positions in this classification will require applicants to pass a police background investigation.

Final permanent appointment is contingent upon the applicant passing a job-related medical examination, including drug screen, and providing documentary evidence of Employment Authorization and Identity required by the Immigration and Nationality Act.
