Responsibilities

This is technical administrative work including the maintenance of confidential personnel and employment files and records. Responds to questions pertaining to a variety of civil service or personnel issues, rules, regulations, policies, etc.  Incumbent is expected to stay abreast of current technological methods and have knowledge and skills including but not limited to the following areas: skill in using personal computers and application software; ability to deal with employees and citizens concerning confidential and sensitive issues with an emphasis on customer service. Must be able to demonstrate the ability to gain considerable knowledge of Civil Service Rules and Regulations and City policies as they relate to employment. Incumbent must have considerable knowledge of Business English, proofreading and spelling.

Minimum Qualifications

Must meet one of the following qualifications:

1.  Graduation from high school (or G.E.D.) AND 5 years of experience in office practices involving employment, employee relations, civil service, or human resources that demonstrates regular interaction with people on sensitive and confidential matters. Two years of experience must include computer word processing and database management using software such as Microsoft Word, Excel, and/or Access; OR

2.  Associate's degree in Business Administration, Public Administration, or Human Resource Administration AND 3 years of experience in office practices involving employment, employee relations, civil service, or human resources that demonstrates regular interaction with people on sensitive and confidential matters. One year of experience must include computer word processing and database management using software such as Microsoft Word, Excel, and/or Access.

Degree must be from a college or university that is accredited by the U.S. Department of Education through the North Central Association of Colleges and Schools Higher Learning Commission or equivalent region.

Final permanent appointment is contingent upon the applicant passing a job-related medical examination and providing documentary evidence of Employment Authorization and Identity required by the Immigration and Nationality Act.
