Responsibilities

Develops and administers competitive examinations and the non-competitive certification process.  Ensures validity of examinations by statistical means and adherence to applicable guidelines.  Recruits applicants for all classified positions in the City organization. Interprets rules and regulations, policies and procedures, and state and federal laws for the City of Dayton and Dayton Public Schools classified employees.  Ensures that processes are admininistered in a fair and equitable manner.  Evaluates existing employment standards and selection processes and devises and recommends revisions where warranted.  Supervises, trains, and reviews the work of subordinate staff members involved in the testing process.  Resolves complaints about Civil Service issues.

 

Minimum Qualifications

Must meet at least one of the three sets of qualifications below:

1.  Master's degree in Public Administration, Human Resources Administration, Behavioral/Social Science, Education or a closely related field AND 2 years of experience in  human resources, employee relations or an employment related field with experience in one or more of the following areas: test research, test development, test validation, statistical analysis, job classification, or employment interviewing; OR

 

2.  Bachelor's degree in Public Administration, Human Resources Administration, Behavioral/Social Science, Education or a closely related field AND 4 years of experience in  human resources, employee relations or an employment related field with experience in one or more of the following areas: test research, test development, test validation, statistical analysis, job classification, or employment interviewing; OR

 

3.  Associate's degree in Public Administration, Human Resources Administration, Behavioral/Social Science, Education or a closely related field AND 6 years of experience in  human resources, employee relations or an employment related field with experience in one or more of the following areas: test research, test development, test validation, statistical analysis, job classification, or employment interviewing.

 

Degree must be from a college or university that is accredited by the U.S. Department of Education through the North Central Association of Colleges and Universities or equivalent region. 

   

License Requirements

Must possess a valid driver’s license at time of appointment and maintain thereafter as a term and condition of continued employment.

Appointment to positions in this classification will require applicants to pass a police background investigation.

 

Final permanent appointment is contingent upon the applicant passing a job-related medical examination and providing documentary evidence of Employment Authorization and Identity required by the Immigration and Nationality Act.
