Nature and Scope

This is a supervisory level position responsible for the planning, organizing, directing and coordination of all activities associated within the Clean Slate Section of the State Bureau of Identification.  This position reports to the Regulatory Section Lieutenant.

Principal Accountabilities

Supervises the Administrative Specialists who perform criminal history background investigations.  Researches criminal history information and certifies that the information is complete and accurate according to state and federal guidelines.  Resolves any problems found on criminal history records. Acts as liaison/coordinator for SBI pertaining to criminal history information.  Communicates with courts, police agencies, Attorney General’s Office, corrections, FBI, etc. Provides guidance and information to the public.  Develops operational and policies manuals to be used by the criminal history dissemination staff.  Participates in meetings and provides technical and procedural guidance to management, programmers and system users.  Performs related work as required.

Knowledge, Skills and Abilities

Ability to effectively execute office responsibilities and supervise others. Thorough knowledge of departmental policies, programs and procedures. Ability to determine work priorities.  Ability to assign and review the work performed by the employees in the section.  Ability to make independent decisions and judgments in compliance with the law and the Division.  Ability to communicate effectively in written and oral form. Coordinate employees work schedules and determine the need for shift work and assignments as needed. Thorough knowledge of criminal code (laws pertinent to SBI operations).  Thorough knowledge of security and dissemination laws.  Complete knowledge and use of computerized files for DELJIS, NCIC, NLETS, JIC, CHCM and III.  Ability to communicate well with others both orally and written.  Analyze problems, formulate alternative solutions and select appropriate course of action.  Ability to think logically and respond to on-the-spot questions and requests. 

Ability to represent the Division favorably and diplomatically.  Ability to identify the training needs of personnel and to develop appropriate training material.  Thorough knowledge of fingerprinting requirements for background checks.  Thorough knowledge of III (Interstate Identification Index) state and federal requirements. Working knowledge of manual storage of fingerprint records. Thorough knowledge of laws pertaining to fingerprint policies and procedures.  Thorough knowledge of technical advances in data processing standards. 

Minimum Qualifications

High school graduate with at least five years of experience in SBI, DELJIS and Criminal Justice policies, procedures and operations, including criminal history, security and dissemination state and federal guidelines and laws and supervisory skills and/or equivalent combination of education and experience which has provided the knowledge, skills and abilities cited above.
