Nature and Scope
The
Assistant Director of Information Technology will oversee the day-to-day
operations of the IT section within DSP. The role involves managing IT
resources, supervising personnel, and ensuring the effective implementation of
technology strategies that support the Division’s goals.
This position is
responsible for ensuring proper staff development and operational
efficiency. Additionally, this position will assist the Director of
Information Technology with policy and process development, vendor management,
and technology solution development and procurement. The Assistant Director
will directly supervise three IT managers and report to the Director of IT.
Principal Accountabilities
Operational Oversight:
- Manage
the daily activities of the IT section to ensure efficient and effective
operation.
- Ensure
all IT services meet the agency’s performance standards, security
requirements, and budgetary constraints.
- Work
closely with the Director of IT to align operational strategies with the
overall vision and goals of the Division.
Staff Supervision and Development:
- Supervise,
mentor, and evaluate the performance of three IT managers and their
respective teams, provide corrective action when necessary.
- Develop
and implement staff training programs to ensure continuous improvement and
adaptation to new technologies.
- Oversee
the recruitment, hiring, and onboarding of IT staff.
- Manage
disciplinary actions as necessary.
Process and Policy
Development:
- Create,
update, and enforce IT policies, procedures, and standards to ensure
compliance with state regulations and best practices.
- Develop
workflows and processes that enhance operational efficiency and service
delivery.
Vendor Management and Procurement:
- Manage
relationships with external vendors and service providers to ensure the
timely and cost-effective acquisition of IT products and services.
- Oversee
procurement processes for technology systems, software, and equipment,
ensuring compliance with state procurement policies.
Collaboration and Strategic Planning:
- Collaborate
with other sections and leadership to identify technology needs and
provide solutions that enhance the Division’s ability to achieve its
mission.
- Assist
the Director of IT in developing long-term IT strategies, budgets, and
resource planning.
Minimum Qualifications
Education and Experience:
- Bachelor’s
degree in Information Technology, Computer Science, or a related field OR
equivalent proven work experience.
- Minimum
of 3 years of experience in IT operations, including at least 1 year in a
management or supervisory role.
- Experience
in the public sector or with state agencies is preferable.
Technical Skills:
- Strong
understanding of IT infrastructure, networks, cybersecurity, and software
management.
- Experience
with IT governance, compliance, and regulatory requirements.
- Familiarity
with state procurement processes and vendor management.
Leadership and Interpersonal Skills:
- Proven
leadership and supervisory skills with experience managing diverse IT
teams.
- Excellent
communication, problem-solving, and decision-making abilities.
- Ability
to work collaboratively with executive leadership, department heads, and
external partners.
