Nature and Scope

Incumbents in this class are responsible for the development, implementation and management of a Department's information/data processing resources.

An incumbent provides administrative direction for all aspects of information technology (IT) operations, major projects and enhancements, budgeting and collaborating with the Department’s senior leadership and key stakeholders to set strategic goals and objectives. An incumbent is responsible for all Department applications including application development/procurement, maintenance, modification and operation. Work includes ensuring cost effective application of IT resources through analysis of current and potential uses, coordination of new and existing state and federal systems, establishment and enforcement of security policies and procedures, and maintaining information resources. Areas of responsibility include but are not limited to information systems planning, IT strategic initiatives, application of new and innovative technologies, application support, database management, data administration, telecommunications, IT security, base technologies and network infrastructures. In addition, this class plays a significant role in terms of IT procurement including review and approval of IT Requests for Proposals, contracts, charters and IT purchases including hardware and software.  Typical contacts will include all levels of Department management, Divisional management, system users including those from other departments, DTI management and vendor representatives.

Principal Accountabilities

Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class. ·    Plans the coordination and integration of all data processing/information resources throughout the decentralized division, coordinates with divisional resources, DTI and other state and federal agencies

·    Develops, implements and maintains progressive data processing capabilities throughout the division to include the design and modification of a data center and associated network.

· Develops, plans and implements major software enhancements, applications, security updates, service packs and monitors their performance and impact to the agency

· Trains and develops staff personnel in the procedural use of information/data processing resources.

· Implements special projects, responding as needed to various requirements for information not otherwise provided by current system capabilities.

· Recognizes trends and opportunities to develop or acquire new technologies and makes recommendations to pursue these technologies to complement the mission of the Delaware State Police.

· Manages and directs subordinate directors/managers/supervisors in the strategic alignment of planning, research, architecture and organizational effectiveness in the development and implementation of growing demands of the State Police.

· Provides regular updates to Executive Staff supervisor to reach agreements on strategic and tactical issues and implements long and short range goals and initiatives.

· Manages the annual budget and billing/cost recovery including projecting yearly expenses, presenting plans and justification, and enforcing IT standards and policies in the procurement of software and hardware equipment while ensuring state of the art IT implementation.

· Establishes standards for hardware and software selection consistent with statewide information management systems, recommends and coordinates procurement of data processing system hardware and software.

 · Manages multiple vendor technology projects from conceptualization to implementation including contract negotiations and management in compliance with state and federal laws, rules, regulations, policies, and procedures.

  • Knowledge of principles and practices of technology industry business best practices, fiscal management and budgetary policies and procedures as it pertains to planning, input and systems development.
  • Knowledge of information technology including information systems planning, IT strategic initiatives, application of new and innovative technologies, application support, database management, data administration, telecommunications, IT security, base technologies and network infrastructures.
  • Knowledge of state and federal laws, rules and regulations applicable to areas of responsibility.
  • Knowledge of management principles and practices.
  • Knowledge of policy development, implementation and administration.
  • Knowledge of human resource management as it relates to staffing structure and employee development.
  • Knowledge of multi-processing capabilities and multi-system capabilities.
  • Skill in oral and written presentation of complex, technical information in a format appropriate to the level of audience comprehension.
  • Skill in developing consensus; mediating diverse and opposing priorities.
  •  Skill in financial administration including budget preparation, expenditure accounting, cost accounting, grants management and billing.
  • Skill in contract administration including contract negotiation and management.
  •  Skill in writing narrative reports.
  • Skill in management information resource analysis, development and application.
  • Skill in organizational analysis, planning and development.
  • Skill in procedural analysis, administrative control, records management and work simplification.
  • Ability to forecast use of data processing resources based upon management information resource analysis.
  •  Ability to develop guidelines and procedures for the installation, maintenance, monitoring and evaluation of an operating system.
  •  Ability to establish and maintain effective working relationships.  

Minimum Qualifications

Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

1. Three years’ experience in information technology project management which includes planning, scheduling, staffing, coordinating, controlling, monitoring, evaluating and reporting on status of IT projects.

2. Three years’ experience in designing, developing and maintaining information systems.

3. One year's experience in strategic planning which includes planning and mapping a path between the present and future usually for three to five year increments by determining key objectives, how to accomplish these key objectives, what strategies should be used, what activities would contribute to accomplishing these key objectives and developing performance measures to gauge and report progress or success.

4.  One year's experience in budget management and fiscal control which includes managing an appropriation and available revenue and maintaining, monitoring, projecting and controlling a budget within set policies and procedures.

5. One year's experience in staff supervision of more than six employees with diversified technical skill sets which includes to plan, assign, review, discipline, recommend hire, promotion, termination and administer performance plans and reviews.
