This is entry level fiscal advisor work analyzing
financial transactions and records and preparing financial statements and
reports to control and account for funds.
The main function of this position will be the
payroll functions. Employees perform the full range of essential functions,
completing routine and standardized assignments under close supervision. Fiscal advisors analyze financial
transactions and records and prepare financial statements and reports to
control and account for funds of a State Agency in one or more fiscal
functions(s) such as accounts payable; accounts receivable; payroll; revenue
management; cost or federal fund accounting; grant and/or contract management
and procurement; and financial projections and reporting.
1. Processes and/or updates all bi-weekly payroll entries, reviews and confirms accuracy of paychecks, provides customer service to employees with payroll related questions.
2. Works with Human Resources on new hire information and stipend eligibility.
3. Reviews and analyzes financial transactions and records to determine accuracy and monitors adherence to agency budge, applicable agreements, grants or contracts, as well as state or federal laws, rules and regulations.
4. Analyzes, reconciles, and consolidates data to the general ledger from journals, records, and adjustments to bring funds into balance and maintains an audit trail.
5. Reviews financial transactions, classification and codes to ensure accuracy and recommends changes.
6. Provides advice and technical guidance on matters in assigned fiscal function(s).
7. Compiles, analyzes and prepares a variety of statements and reports of financial health utilized in financial, budget, and personnel planning.
8. Researches and provides data, reports and other documentation to state, federal and independent auditors and for other requests for financial information.
9. Uses commercial and proprietary automated information systems and computer software to research, review, evaluate, and report on financial data.
10. Delivers excellent customer service to internal and external customers and the public in person, electronically, or by written communication.
11. May be responsible for purchasing, disbursement, and inventory of equipment and supplies.
12. Communicates effectively with a variety of agency staff such as fiscal or program staff, as well as employees, clients, vendors, or others to gather, coordinate, and provide information.
13. Performs related work as
required.
· Knowledge of accounting principles, practices and standards including generally accepted accounting principles (GAAP) and governmental accounting principles.

Knowledge of applicable laws, rules, regulations, codes, standards,
policies, and procedures.

Knowledge of the methods and techniques used to research and analyze
accounting data to reconcile accounts.

Skill is using computer software and automated information systems to
research, review, evaluate, and report on data.

Skill in math computation.
·
Ability to review accuracy of funds, resolve discrepancies and make
appropriate adjustments.
·
Ability to meet deadlines.
·
Ability to compile, analyze and prepare accurate and concise financial
reports.
·
Ability to set up and maintain financial spreadsheets and ledgers.
·
Ability to establish and maintain effective working relationships with
a variety of people.
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
One year of experience in processing accounting, auditing or payroll transactions following applicable laws, rules, regulations, standards, policies and procedures.
OR
Six months’ experience in auditing, examining, preparing, analyzing or reconciling financial accounts and ensuring compliance with applicable laws, rules, regulations, standards, policies and procedures.
OR
Possession of an Associate’s degree or higher in Accounting or related field.
Preferred Qualification:
Applicants who do not possess the preferred qualification will still be eligible to compete for this position if job requirements are met.
1. Experience with PHRST (Payroll Human Resouces Statewide Technology).
