Introduction
DESCRIPTION of OCCUPATIONAL WORK
Responsible for performing Vulnerability Assessments for infrastructure facilities located throughout the state. All assessments will adhere to Department of Defense (DOD) standards, the National Infrastructure Protection Plan (NIPP), and Fusion Center Minimum Capabilities Guidelines, to support the Delaware Information and Analysis Center’s (DIAC) responsibilities as required by the federal government. Performance will include, but not be limited to: preparing informational presentations for the private sector, identification of structures, contacting owners via written or verbal communications, performing on-site pre-assessment and post-assessment briefings, conducting physical on-site assessments, analyzing findings of assessments utilizing the Homeland Defense Enhanced Comprehensive Assessment Model (HLD-ECAM) process, preparing written documentation of assessments including findings and recommendations for presentation to owners, and updating the DIAC data base for tracking all assessments performed.
This position acts as the project manager for the maritime infrastructure, managing the finances, procurement of equipment, working with vendors, addressing software maintenance issues and coordinates all of these efforts through Supply and Fiscal.
Also responsible for Delaware’s “Point of Contact” to the Regional Information Sharing System (RISS) – Automated Trusted Information Exchange (ATIX). This position is responsible for vetting, managing, and organizing (instruction) applicants to the system and referral to the Secretary of Safety and Homeland Security, for approval. This system is used as Delaware’s encrypted communication tool to the public and private sector for sensitive, but unclassified homeland security information.
Manage available grant funding for the DIAC to promote the toll free anti-terrorism telephone tip line. Responsible for application, justification, and managing the expenditures of funded grants.

Nature and Scope
ESSENTIAL FUNCTIONS
- Coordinate with federal authorities to ensure the security and resiliency of Delaware infrastructure operations.
- Identify structures by attending and hosting meetings for the private sector.
- Contact infrastructure facility management via personal meeting, telephone, or written.
- Conduct on-site pre-assessment and post-assessment briefings.
- Perform on-site Vulnerability Assessments.
- Analyze findings of assessments using the Homeland Defense Enhanced Comprehensive Assessment Model.
- Prepare written documentation of assessment findings and recommendations for presentation to facility management.
- Track assessments, findings, and recommendations using data base.
- Properly screen applicants to the RISS ATIX system for approval.
- Manage and train Delaware’s users on this ATIX system.
- Manage Delaware’s user database to the Silent Partner Alert System, the communication tool used by the DIAC to notify homeland security stakeholders of current pertinent events.
- Ability and knowledge of the federal grant writing process and ability to master the accounting process for disbursement of funds.
LEVELS of WORK
- This class describes planning work for performing Vulnerability Assessments described in Essential Functions.
- Perform full range of Vulnerability Assessment activities.
- Attend operational education sessions and seminars to gain additional knowledge of subject matter.
- Receives close supervision for projects.
- Responsible for coordinating the Vulnerability Assessments performed by the DIAC.
- Responsible for communicating and managing RISS ATIX and Silent Partner systems within the public and private sector.
- Regular contacts are both in the public and private sector typically with internal agency staff and with others outside the supervisory chain and agency, regardless of the method of communication, for the purpose of coordinating and gathering information.
- Responsible for preparing project documentation including “Statement of Work”, vendor contracts, Memorandum of Understanding (MOU), and Sole Source documents. Reviews contractor proposals, negotiating pricing, and establishing contract performance terms and conditions.
- Responsible for the daily management of multiple-maritime construction projects including: conducting meetings, conference calls, preparing written communications to contractors and project partners from the public and private sectors. Also responsible for the accurate and timely submission of internal payment documents for post-award grant project funding.

Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
- Knowledge of the theories, concepts, principles, practices and procedures for performing Vulnerability Assessments.
- Knowledge of National Infrastructure Protection Plan (NIPP).
- Knowledge of Department of Defense (DOD) standards for performing Vulnerability Assessments.
- Knowledge of Fusion Center Minimum Capabilities Guidelines.
- Knowledge of analytical and evaluative model (Homeland Defense Enhanced Comprehensive Assessment Model).
- Knowledge of Microsoft Word, Excel, and PowerPoint.
- Knowledge of project management.
- Knowledge of contract management, procurement, and budgeting.
- Ability to communicate effectively.
- Able to successfully pass a comprehensive investigative background investigation for a national security clearance.
- Possess competent software skills to develop and manage databases.
- Process excellent writing skills and knowledge of accounting procedures.
Job Elements
Probationary Period:
The Vulnerability Assessment Specialist will be on a probationary period for a period of one year.
