Nature and Scope

This class is a full performance level Administrative Specialist I position assigned to the State Bureau of Identification responsible for processing expungement orders, pardons, and the criminal histories associated.

Principal Accountabilities

Responsible for processing expungement orders, pardons, and criminal history requests as they are received. Collects, assembles, and performs quality assurance reviews or entry/deletion of criminal reports, arrest reports, final dispositions and name index information in Delaware’s computerized criminal justice files.  Performs criminal history background investigations/expungements for various agencies and individuals.  Determines what information is required for specific requests according to dissemination laws.  Uses the computerized and manual files to retrieve the information.  Visually scans documents for future referral and retrieval.  Retrieves source documents for various purposes.  Writes receipts and handles revenue when a fee is involved for the requests being processed. Responds to inquiries from law enforcement personnel, outside agencies, and the public concerning expungement orders, pardons, and criminal history records.  Performs related duties in SBI as required.

Knowledge, Skills and Abilities

  • Applies agency laws, rules, regulations, policies and procedures in maintaining and processing agency information.  
  • Knowledge of general office practices and procedures involving official documents, filing and record keeping. 
  • Knowledge of the legal and other regulatory provisions governing the sensitive and confidential nature of the work. 
  • Knowledge of the Delaware Criminal Code and federal laws dealing with criminal history records, expungements and pardons. 
  • Serves as a liaison with the public, clients, agency staff and others to exchange information and explain agency services, laws, rules, regulations, policies and procedures. 
  • Ability to use a variety of office equipment, including personal computers, copier, fax machine, etc. 
  • Ability to communicate effectively with staff, employees, and public. 

  • Skill in coordinating diverse activities to ensure completion of projects and work assignments.

Minimum Qualifications

Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

1.   Experience in office operations which includes operating office machines, handling    incoming and outgoing mail, postal and shipping services, answering phones, directing calls and taking messages; file maintenance; maintaining and updating supplies.

2.   Experience in data collection which includes collecting, compiling and maintaining data from multiple sources such as files, records, databases, customers, staff or others.

3.  Experience in using standard computer software programs for word processing, spreadsheets or databases.

4.   Knowledge of creating reports which includes combining and presenting data from multiple sources in an organized format.

5.   Solid organizational skills.

6.  Ability to handle confidential information.

7.  Ability to communicate effectively.

Conditions of Employment
