Nature and Scope
This is the management level position responsible
for the planning, organizing, directing and coordinating of all activities
associated with the acquisition, operation, maintenance outfitting, structural
repair and turnover of the Division’s motor vehicle fleet.
Principal Accountabilities
- Administers the operation of the Division’s statewide motor maintenance facilities involved with the repair and maintenance of the motor vehicle fleet.
- Effectively and efficiently communicates with Divisional members and external stakeholders.
- Maintains liaison with private industry marketing, sales and disposal representatives in matters concerning the section.
- Submits recommendations regarding Division policies and procedures relating to section matters.
- During emergency situations, prepares operational plans for the deployment of fleet vehicles.
- Administers the purchase of supplies and equipment and reviews billings for contracts and purchase order preparation.
- Provides state insurance carriers with information dealing with Divisional accidents.
- Works with the Executive Staff and Inspections team for annual troop inspections and assists with report submissions to the Superintendent.
- Provides technical and informational support to the Executive Staff concerning section related matters.
- Supervise and responsible for overseeing mechanics and all other personnel assigned to the Transportation Section in all matters relating to transportation and the fleet to include performance reviews, timesheets, discipline vacation schedules and productivity.
- Understand and comply with union contracts.
- Research, purchase and procure new and used vehicles for the Division.
- Complete and follow-up on requests for requisitions and purchase orders in accordance with State of Delaware Guidelines.
- Work with the Collision Reconstruction Team to ensure that vehicles involved in fatal motor vehicle collisions are assessed properly.
- Assist with scheduling services when administrative assistant if not available.
- Complete and stay current with DNREC/EPA Fuel Tank certification course.
- Test and evaluate new products to be considered relating to the over-all Fleet.
- Perform annual troop garage inspections.
- Performs related work as required.
Knowledge, Skills and Abilities
- Knowledge of motor vehicle maintenance, repair, procurement,
acquisition, and turnover.
- Knowledge of the principles, practices and methods of budget
preparation, analysis and control.
- Knowledge of the principles and practices of management and
supervision.
- Knowledge of the principles and practices of contract administration
and management.
- Skill in office practices and procedures.
- Skill in supervisory practices and procedures.
- Skill in management and budgetary procedures.
- Skill in evaluating and analyzing laws, rules, regulations, policies,
procedures, and operations and recommending and implementing changes.
- Ability to manage a motor vehicle fleet operation, which includes the
supervision of automotive personnel.
- Ability to assess the feasibility of purchasing highly sophisticated
diagnostic equipment.
- Ability to communicate effectively both verbally and in writing.
- Ability to analyze current expenditures and to project future cost expenditures.
- Ability to establish and maintain effective working relationships with
a variety of people.
- Ability to learn and administer the Fleet Management System ASSET WORKS
M-5 program.
Minimum Qualifications
Bachelor’s degree with a minimum of (2) years of
experience in all aspects of fleet management, including but not limited to: supervisory experience, budget management,
developing and monitoring preventive maintenance plans, automotive repair work
and troubleshooting. The educational
requirement may be substituted with 6 years of experience in all aspects of
fleet management as described above.
