1. Provide effective management of assigned staff to achieve proper fiscal control of the department’s financial resources.
2. Provide counsel and direction to department budget unit managers and financial administrators concerning policy, procedure and interpretations of the fiscal affairs of the organization.
3. Provide fiscal management information, reports and briefings to top agency management, representatives from fiscal/financial agencies or federal grant or agencies.
4. Develop and administer financial control and reporting systems that accurately reflect the fiscal posture of the organization.
5. Conduct in depth, comprehensive analysis and/or forecasting of fiscal matters for the organization.
6. Provide technical and administrative direction to the unit’s functional operations including accounting, auditing, payroll, First State Financial System, etc.
7. Monitor all financial transactions within the Department to insure complete compliance with all federal, state and agency rules, regulations, policies and procedures.
8. Develops procedures and systems for the acquisition and maintenance of complete financial records of the department.
9. Prepares annual budgets involving state, special and federal funds and makes necessary revisions to reflect changes in receipts, estimates, costs, or program needs.
10. Performs related work as required.
· Knowledge of federal and state laws, rules, regulations and procedures and knowledgeable of accounting procedures used by the state, federal agencies and local governments.
· Knowledge of techniques of analyzing financial data.
· Knowledge of state payroll, accounting and computer systems, to include the First State Financial System and federal accounting reports.
· Knowledge of employee/employer pension and FICA contribution system.
· Knowledge of the methods used to assemble, analyze and interpret financial and accounting data, and prepare reports from such data. · Knowledge of office practices and procedures.
· Knowledge of supervisory methods and techniques.
· Skill in the evaluation and analysis of financial and accounting data.

· Skill in the evaluation and determination of accounting system requirements necessary to meet agency needs.

Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
Three years experience in analyzing financial problems, developing alternatives, recommending and advising management on solutions.
Three years experience in interpreting laws, rules, regulations, standards, policies, and procedures.
Six months experience in financial administration such as comprehensive analysis of programs, budgets, projects, services, alternatives, and costs; financial planning, revenue generation, revenue forecasting, expenditure forecasting, cash flow management and establishing internal control.
Six months experience in budget administration which includes managing, developing, analyzing and implementing budgets; developing strategic plans and establishing internal control.
Six months experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.
