Nature and Scope

The incumbent in this class is responsible for supervising the three center managers at the Public Safety Answering Points (PSAP) and Headquarters Communications. Also responsible for managing the training, certification, recruitment and retention needs of the Communications Section.  Position is also responsible to ensure the Section’s standard operating procedures are maintained current and published timely.  Incumbent also serves as the Section’s accreditation officer.   Position is also responsible for quality control within the 911 environment and HQ comm.

Principal Accountabilities

Responsible to supervise subordinate center managers in their management and operations of the three PSAP’s and Headquarters Communications. Responsible to utilize the Association of Public Safety Communications Officials (APCO) Project RETAINS documentation, on-line tool kit and effective practices in accessing and making recommendations on the Section’s staffing needs. Working in conjunction with the Human Resources Section, responsible to plan, organize and staff Communications Section’s roll in job fairs and other recruitment presentations. Responsible to assess the impact of new technology in the communications centers.   Serves as training manager for the Section and will formulate the basic training curriculum, schedule instructors, develop in-service as well as training block training.  Working with Center Managers will ensure center employees maintain certifications. Responsible to manage Section’s scenario-based training program. Responsible for daily roll call training for all dispatchers.Responsible to maintain schedule to provide APCO’s Public Safety Telecommunicator I certification course to the Section’s Telecommunicator employees. Responsible to work with Inspections and Accreditation Section to ensure required documentation is filed on a yearly basis, and that the Section’s SOP’s are maintained current and published timely, with said documentation meeting accreditation standards. Responsible to complete any and all other duties and projects as assigned by Section Chief.  Provides operational coverage in the absence of Director of 9-1-1 Operations

Knowledge, Skills and Abilities

Knowledge of theory, components, configuration and operation of radio, telephone and data telecommunication systems, including local and wide area networks and DSP E9-1-1 operations.

Knowledge of the department, state and federal rules and regulations, policies and procedures in the field of telecommunications.  Knowledge of the Division’s E9-1-1 operations and the relativity to fire dispatch and emergency medical dispatch operations.

Knowledge of capacity planning and performance monitoring techniques of radio, telephone and data transmission systems. 

Knowledge of the configuration, operation and security requirements of the Delaware Justice Information System and interfacing systems.

Knowledge of industry trends and new technology in radio, telephone and data transmission systems.

Ability to analyze, plan and implement telecommunication’s projects.

Ability to establish and enforce policies and procedures.

Ability to read and understand technical manuals.

Ability to write clear, concise, informative reports and to develop lesson plans.

Ability to make presentations and provide instructional seminars.

Ability to represent the Division and Section in a capable manner at telecommunications seminars, conferences and committee meetings.

Ability to establish and maintain effective business relationships.

Minimum Qualifications

Two years of college in business management and four years of supervisory experience at the shift supervisor or the center manager level, and/or four years of supervisory experience at the shift supervisor or center manager level, and an equivalent combination of training and experience which has provided the knowledge, skills and abilities cited above.
