The Office of Drinking Water (ODW) administers the Safe Drinking Water Act (SDWA) on behalf of the United States Environmental Protection Agency (USEPA). As the primacy agency, ODW is responsible for the oversight of all public water systems in the state of Delaware. The incumbent in this position will report to the Capacity Development Program Manager. Responsibilities will include, but not limited to, performing sanitary surveys at public water systems; reviewing and making determinations as to whether an applicant for the Drinking Water State Revolving Funds (DWSRF) program meets the managerial, technical, and financial requirements to receive DWSRF funds; reviewing and making determinations as to whether an applicant for a new public water system meets the managerial, technical, and financial requirements to operate as a public water system; reviewing Certificate of Public Convenience and Necessity (CPCN) for compliance history of utility; management, periodical review, and amendment of ODW regulations; providing technical assistance to public water systems; assisting with the Operator Certification Program as necessary; assisting with the development of reports to other regulatory partners such as the US EPA, Governor’s Office, and other state agencies using available data and other sources of information.

• Conducts field studies or inspections and evaluations for compliance with permit and regulatory requirements; observes, collects, analyzes, reviews and interprets data from standard field studies, compliance inspections, various regulatory submissions or literature and makes recommendations.
   
• Performs statistical analysis of data.
   
• Conducts technical reviews and makes recommendations on permit applications or other various regulatory submissions to ensure compliance with regulations.
   
• Prepares permits, technical reports and/or enforcement case documents.
   
• Responds to technical/regulatory inquiries from other state, local and federal agencies as well as public and private organizations or individuals.

JOB REQUIREMENTS for Environmental Scientist II
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

1. Possession of a Bachelors degree or higher in Life, Physical, or Applied Science or related field.
2. Six months experience in analyzing and evaluating scientific data.
3. Six months experience in interpreting laws, rules, regulations, standards, policies, and procedures.
4. Six months experience in using an automated information system to enter, update, modify, delete, retrieve/inquire and report on data.
5. Six months experience in technical report writing. 

This position is Limited Term for up to 2 years and may be extended should funding be available.
