Summary Statement

The class incumbent is responsible for working with the Executive Director to communicate with Policymakers and Partner Agencies on the impacts and implementation of proposed legislations to the agency, receiving FOIA requests and coordinating responses, being responsible for internal and external communications, and coordinating the agency website.  A background check is required.

Essential Functions

· Develops, oversees, and directs DELJIS’ legislative and communications operations;

· Represents DELJIS on various boards, committees, task forces and at Legislative Hall;

· Participates in criminal and juvenile justice committees related to legislative and communications issues;

· Provides research and analysis for proposed legislation;

· Provides legislative expertise and testimony on DELJIS related issues to the legislature;

· Supervises the agency’s legislative implementation;

· Develops and manages relationships with General Assembly members and staff;

· Interprets statutes, reviews and determines the impact of proposed legislation to DELJIS, and coordinates implementation of such;

· Coordinates and manages changes to the DELJIS website;

· Coordinates responses to inquiries by citizens, community groups, and government agencies;

· Coordinates all FOIA requests and associated responses for DELJIS;

· Attends national, state, and local conferences and meetings as necessary.

Job Requirements

JOB REQUIREMENTS for Legislative and Communications Director 
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

 

1. Possession of a Bachelor’s degree or higher in Public Administration, Communications, Public Policy, Criminal Justice, or related field.

2. Three years of experience in interpreting laws, rules, regulations, standards, policies, and procedures.

3. Three years of experience in public speaking which includes gathering, preparing, and presenting information.

4. Three years of experience in developing policies, procedures, or programs.

5. Three years of experience in report writing.

6. Six months of experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.
