Summary Statement

This position reports to the Group Violence Intervention, Deputy Director of Support and Outreach, and is responsible for planning, directing, reviewing, and evaluating clinical services and programs to ensure delivery of quality services, and protection of clients/families' rights. The incumbent develops and establishes inter-agency relationships regionally and statewide regarding issues related to behavioral health services and community resources needed to help participants overcome barriers to success. Work includes developing, coordinating, monitoring, and administering case management functions for outpatient, psychiatric emergency, and special population services at multiple sites throughout the state. The incumbent acts as liaison between the various centers and other public and private mental health and human service agencies.

  • Develops, recommends, and oversees the implementation and application of clinical policies and procedures.
  • Provides direct technical guidance and supervision to program supervisors and staff through weekly individual supervision.
  • Oversees the application of policies relating to quality assurance regarding programs, services, clients/patients' rights.
  • Acts as liaison between centers and various public and private care agencies regarding program and service delivery issues.
  • Resolves operational and service delivery issues as necessary.
  • Provides 24/7 on-call response as required.

Job Requirements

JOB REQUIREMENTS for GVI Clinical Administrator
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  • Master’s degree in behavioral health related field; MSW preferred
  • Active Delaware clinical licensure: ability to bill Medicaid preferred
  • Ten years experience in health or human services work such as applying theories, principles, laws and practices of health or human services programs and services that assist with and improve life for individuals, families, or communities such as financial support, employment, unemployment, housing, health care, disease prevention, substance abuse, child protective services, physical/mental health treatment and prevention or rehabilitation.
  • Ten years experience of direct clinical practice in mental health and/or substance abuse intervention
  • 5 years experience working with high-risk re-entry population in a home-based or community-based setting.
  • Applicants with lived experience encouraged to apply
  • 5 years experience in health or human services program administration such as overseeing and directing the development, implementation and evaluation of health or human services programs and services; planning and establishing short- and long-range program goals and objectives. Providing advice to other agency organizational units through consultation.
  • 2 years experience in developing policies and procedures.
  • 5 years experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.
