Summary Statement

The Traffic Safety Hauling Permit Agent will review and approve hauling permits, assist with the Oversize/Overweight (OSOW) applications: customer service, update & maintain road restriction websites, route surveys. Develop OSOW reports for federal, state, DelDOT, & finance departments. The agent applies the OSOW Hauling Permit Policy and Procedures Manual, Delaware Code Title 21, Chapter 45. Be on call after hours for emergency permits. Coordinate with other departments & agencies on hauling permits, such as DelDOT bridge, traffic safety, signals, DRBA, US Army Corps of Engineers. This is a multi-level posting for a Traffic Safety position. It is considered Essential and is currently assigned to the Traffic Management Center, though projects and work activities may be statewide.

Essential Functions

  • Inspects infrastructures to ensure compliance with design plans, materials specifications, safety requirements, construction processes, local, state and federal codes and on going maintenance requirements; documents/reports compliance or deficiencies. 
     
  • Designs/develops/reviews engineering project/site layouts, alignments, profiles, studies, graphs and other related activities.
     
  • Compiles and records notes, sketches, test results, inspection data and other information to document compliance and/or develop designs, specifications, reports, maps and other geographically based data. 
     
  • Conducts various studies to be used by others to analyze needs/develop plans, record characteristics and other related activities. 
     
  • Conducts data analysis to determine accuracy of data collected, develop recommendations, develop corrective designs and/or ensure compliance. 
     
  • Tests/evaluates the quality of materials or designs to verify adherence to contracts and specifications. 
     
  • Obtains survey data, such as angles, elevations, points, and contours, using electronic distance measuring equipment and other surveying instruments. 
     
  • Calculates/measures area and volume dimensions, horizontal and vertical geometry, profile and component specifications, and material testing dimensions using calculators or computers. 
     
  • Operates computer assisted drafting equipment or other tools of the trade. 
     
  • Reads and interprets plans, specification, blueprints and other engineering documents.

JOB REQUIREMENTS for Engineering/Planning/Surveying Technician I
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:  

Oversized Overweight Hauling Agent:
  1. Knowledge of land navigation and route planning.
  2. Knowledge of applied mathematical computations, including algebra and geometry.
  3. Knowledge of using an automated information system to enter, update, modify, delete, retrieve/inquire and report on data.
  4. Possession of a valid Driver’s License (not suspended, revoked or cancelled, or disqualified from driving).

JOB REQUIREMENTS for Engineering/Planning/Surveying Technician II
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

Oversized Overweight Hauling Agent:
  1. Six months experience in issuing transportation permits in compliance with laws, rules, regulations, standards, policies and procedures.
  2. Six months experience in land navigation and route planning.
  3. Six months experience in applied mathematical computations, including algebra and geometry.
  4. Six months experience in using an automated information system to enter, update, modify, delete, retrieve/inquire and report on data.
  5. Knowledge of interpreting transportation guidelines, policies, and specifications used in determining routing and permit classifications.
  6. Possession of a valid Driver’s License (not suspended, revoked or cancelled, or disqualified from driving).

JOB REQUIREMENTS for Engineering/Planning/Surveying Technician III
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

Oversized Overweight Hauling Agent:
  1. One year of experience in issuing transportation permits in compliance with laws, rules, regulations, standards, policies, and procedures.
  2. One year of experience in land navigation and route planning.
  3. One year of experience in using an automated information system to enter, update, modify, delete, retrieve/inquire and report on data.
  4. Six months experience in interpreting transportation guidelines, policies, and specifications used in determining routing and permit classifications.
  5. Knowledge of developing analytical and technical documents such as reports, maps or geographical representations of data.
  6. Possession of a valid Driver’s License (not suspended, revoked or cancelled, or disqualified from driving).

This position is a classification organized under an exclusive bargaining representative (labor organization) that has been elected by employees as their representative for collective bargaining and other applicable terms and conditions of employment, in accordance with Title 29, Chapter 59 and Title 19, Chapter 13 and 16.  This position is covered by a collective bargaining agreement based on its individual terms.
