Summary Statement

This is an exciting opportunity to help administer an initiative to bring high-speed internet to everyone in Delaware, and close the digital divide through skill building, workforce development, device accessibility, and cyber security protects.  


The Grants Manager position oversees the compliance, finance tracking, and administration of three federal grant programs that the Delaware Broadband Office is administering: the American Rescue Plan Act, the Broadband Equity, Access, and Deployment (BEAD) program, and the Digital Equity Act (DE) program.  The Grants Manager will work with the Executive Director and Broadband Team to ensure the program’s alignment with agency objectives and strategies.  The incumbent will be responsible for setting a budget and for ensuring the department operates within this budget.  They will also assist Project Managers with administering a sub-grant program.

Preferred Qualification

Applicants who do not possess the preferred qualifications will still be eligible to compete for this position if minimum job requirements are met.

  • Possession of a Bachelor’s degree, with emphasis in Accounting, Business Administration, Finance, Business Management, Public Administration, or a related field or an Associate’s degree with equivalent work experience.

Essential Functions

The primary responsibilities for the Grants Manager position include:

  • Coordinating multiple resources across grant programs, ensuring integration of goals across related funding streams
  • Tracking short- and long-term strategic goals and ensuring alignment with available resources and funding timelines
  • Working with the DTI Fiscal Office on budgeting, tracking receipt of grant funds, expenditures, and reimbursements
  • Excellent organizational skills and ability to meet deadlines and problem-solve
  • Demonstrated ability to learn and internalize grant or programmatic requirements, including adapting to evolving federal guidance.
  • Managing portfolio of subgrantee and contractor agreements to include invoicing and payments
  • Preparing and filing financial reports to federal and state agencies, including SF-425 reports.

Job Requirements

Applicants must have education, training, and/or experience demonstrating competence in each of the following areas:

  • Possess a minimum of 3 years’ experience in managing and negotiating the use of resources such as grants, budgets and contracts to achieve programmatic or organizational goals, and evaluating the effectiveness of the delivery of those services.
  • Possess a minimum of 3 years’ experience using methods and techniques in assembling, analyzing, and interpreting financial and accounting data and the preparation and filing of financial reports, preferably with a local, state or federal agency.
  • Minimum of 1 year of experience managing partnerships, preferably with grantees or contractors.
  • Self-motivated, creative thinker with the ability to work both independently and as part of a team
