Introduction

The mission of the Delaware Division of Small Business is to make Delaware the #1 place in the nation to start and grow a small business. DSB is tasked with interacting with a variety of small businesses as well as a robust partner network in order to further the overall mission of the agency. The Business Finance Unit is responsible for administering the financial incentive programs offered through the Delaware Economic Development Authority, as well as coordinating applications for incentives received from the Delaware Propersity Partnership. As a member of the Business Finance team, the financial analyst is tasked with reviewing program applications, making recommendations on incentive packages, preparing reports on program performance, and reviewing the work of junior financial analysts.

Summary Statement

The Business Finance Unit is responsible for administering the financial incentive programs offered through the Delaware Economic Development Authority, as well as coordinating applications for incentives received from the Delaware Propersity Partnership. As a member of the Business Finance team, the financial analyst is tasked with reviewing program applications, making recommendations on incentive packages, preparing reports on program performance, and reviewing the work of junior financial analysts.

Essential Functions

  • Serves as the primary point of contact and administrator for Delaware's State Small Business Credit Initiative (SSBCI) programs, including the Delaware Capital Access Program, the Delaware Loan Participation Program, the Delaware Accelerator and Seed Capital Program, and the Delaware Early Stage Venture Capital Program. 
  • Responsible for managing financial assistance applications and inquiries related to all incentive programs provided by the Division of Small Business.
  • Conduct financial analysis, determine eligibility, evaluate credit, conduct compliance checks with other state agencies, determine the funding available and recommend appropriate funding action.
  • Prepare recommendations on applications for funding, including terms and structure of facilities and present recommendations to management and to the public advisory board if necessary (Council on Development Finance). 
  • Manage and maintain SalesForce files and administrative files related to individual applications to various fund portfolios; including, but not limited to due diligence reports, financial analysis, and related contractual details. 
  • Manage the compilation of reports (both internal and external) and statistical databases related to program demographics, financial data, and economic measures. 
  • Confer and collaborate with other units within the Division to align businesses to applicable resources. 
  • Make recommendations to management for new financial incentive programs or changes to existing programs, based on the assessed needs of stakeholders. 
  • Make recommendations to management for new or modified processes and procedures, as well as other continuous improvement initiatives to further the mission of the Division. 
  • Prepare incentive calculations for prospective applicants provided by the Delaware Prosperity Partnership and draft term sheets for the approval of the Director of the Division of Small Business. 

PERFORMANCE STANDARDS 
  •  Manage multiple workload assignments by prioritizing work to ensure smooth workflow and timely completion of tasks. 
  •  Communicate effectively with both internal and external stakeholders. Respond to application submissions and requests within two business days. Review application and exhibits for completeness and send list of outstanding items to applicant within three days of application submission. 
  •  Run compliance checks for applicants within three days of application submission. Follow up with a '2nd requests" with state agencies with in one week if no answer is received. Escalate to management within 3 weeks, if there is no response. 
  •  Upload all tasks to Microsoft Teams within 1 business day of a new task being assigned. If there are no active tasks on the Teams board inform the Business Finance Director. 
  • Present information clearly and professionally in written reports and communication with stakeholders. 
  • Effectively utilize available technology resources including Salesforce system, Excel spreadsheets, IMPLAN, Dun & Bradstreet and Credit Reports. Enter appropriate data into Salesforce accurately and in a timely manner. 
  • Comply with department and division policies, as well as internal operating procedures.

Job Requirements
