Summary Statement

This Employment and Training Administrator oversees the Business Unit, which manages employer engagement and Registered Apprenticeship programs. Duties include coordinating employer events, job fairs, promoting divisions services and programs, and writing policies and procedures. Works closely with businesses, partners, and other stakeholders to meet business and employment needs as well as enhance the apprenticeship programs.

Essential Functions

  • Directs the work of staff responsible for the delivery of services within geographical areas of the state; directs the work of staff responsible for providing technical assistance to the service delivery staff; oversees the administration of two specialized training programs by subordinate staff.
     
  • Reviews and evaluates the service delivery process; develops and oversees the implementation of policies and procedures to improve service delivery to applicants, employers and training providers.
     
  • Oversees the development, negotiation and monitoring of on-the-job training, classroom and summer youth contracts.
     
  • Participates in the development of divisional policies and procedures for both operational and administrative activities.
     
  • Provides input on the development of staff training.
     
  • Meets with public and private sector officials to facilitate and improve the delivery of employment and training services.
     
  • Interprets federal and state laws, regulations and program guidelines to operations staff, representatives from service agencies and the public.
     
  • Prepares various narrative reports regarding service delivery activities.
     
  • Participates in the division's public information activities including the development of press releases and descriptive information about programs and services; appears before various public and employer groups to provide information on available services.

Job Requirements

JOB REQUIREMENTS for Employment and Training Operations Administrator
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Six months experience in health or human services program administration such as overseeing and directing the development, implementation and evaluation of health or human services programs and services; planning and establishing short and long range program goals and objectives. Providing advice to other agency organizational units through consultation.
  2. Six months experience in budget management and control which includes managing a budget for the purpose of keeping expenditures within the limitations of available appropriations and available revenue and maintaining, monitoring, projecting and controlling a budget within set policies and procedures.
  3. Three years experience in developing policies and procedures.
  4. Six months experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.
