Summary Statement

This position is focused on providing operational oversight and strategic management of the Delaware Judicial Branch’s database infrastructure. Duties include but are not limited to the management of the Database Administrators, technical implementation of databases on a per-project basis, database backups and operational support, SQL query and connection string testing and validation, consulting and development of data reports for the Courts, and integration with applications and brokers. The Data Manager will also work with Stakeholders and IT Security to develop and maintain data classification and access standards.

Preferred Qualification

  1. Knowledge and experience with CommVault or similar backup solutions
  2. Experience working in a team environment
  3. Experience with Microsoft business tools, including MS Word and Excel

Essential Functions

  • Troubleshoots database access and performance for Oracle and MS SQL-based applications
  • Highly technical and motivated individual, capable of designing and developing databases, and complex reporting and analytical processes for Court applications
  • Regularly assess and recommend database performance improvements via tools, upgrades, consolidation, or process adjustments
  • Works with the developers to create or modify application environments that perform well and meet industry-consistent data security standards.
  • Build and maintain a data catalog tracking all disparate databases, their risk categories, purpose, and access restrictions.
  • Supports team's continuous development to advance their technical skillsets, and to stay informed of industry innovations in analytics and tools.
  • Addresses low-to-medium severity/criticality Helpdesk tickets.
  • Writes process and support documentation.
  • Writes incident and progress reports.
  • Regularly consults with Executives to provide SME input to projects involving data governance, strategic planning, and future reporting needs.

Job Requirements

Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Five (5) years of experience managing Oracle and MS SQL databases, including installation, database deployments, upgrades, patching, migrations, and backups.
  2. Experience working with technical and non-technical project stakeholders to scope, formulate, deploy, and maintain databases.
  3. Experience working with technical and non-technical stakeholders on requests for data reports
  4. Experience managing Database Administrators.
  5. Excellent oral and written communication skills.
