Summary Statement

This is the first line manager of the Civil Action (CA) Unit of the Court of Chancery’s court operations statewide responsible for program/administrative responsibilities such as supervision including planning/assigning/reviewing/evaluating the work of others/training/recommending new hires, terminations and discipline; case maintenance and case management; implementing policies/procedures/manuals; representing the courts' operations in the testing of pilot programs as the subject matter experts and implementing new programs as a result of legislation; represents the court on various committees/work groups; works closely with court administration/judicial officers/attorneys/litigants; and provides support to the Register in Chancery Offices statewide. This position works with the Court Administrator/Deputy Court Administrator on projects related to the Annual Report/Budget/Rules Committee/Rule Updates. This position reports to the Court Administrator/Deputy Court Administrator.

Essential Functions

  • Head of the Civil Action section and supervision – evaluate clerk-reviewed cases, recommend/update/disseminate/provide training on policy changes, meet with staff/Court Administrator/Deputy Court Administrator/Judicial Officers regarding operations and casework, create/update/recommend/disseminate court procedures, operations, protocols, and review/update/disseminate instructions manuals for case management, Rule 5.1 confidentiality, Supreme Court Appeals, Summons, Registered mailings, FSX case maintenance, new case intake, and 348 deed restrictions, Court Clerk procedures.  
  • Supervision - review/approve or deny leave requests, update Outlook with approved leave requests, assign staff to trials and hearings, review/approve monthly timesheets, assist staff regarding all aspects of Civil Actions, handle escalated calls/in-person litigants and attorneys, assist with court events and work, monitor/assist/develop plans to address the backlog of cases, conduct interviews/responsible for hiring process, manage the office, train staff, and prepare/deliver performance plans and reviews. Assists in the efficient operations of the office.  
  • Case management – review and accept/reject new cases, prepare/e-file/serve orders, contact attorneys/litigants at Chambers request or as needed, work with judicial officers, review all document filings ensuring the Court rules are followed, track documents filed with deadlines, prepare/issue/mail/e-file letters, process entries of appearance, close cases, docket case information, and scan/e-file documents. Substitute documents or transcripts on the Court’s docket on FSX as requested by Chambers or the Court Reporters. Perform judge review upon request for all CA judicial officers on items that have not entered their judge review feature for various reasons. Set up new staff or judicial officers on FSX; submit the setup forms to FSX support for Chancery and designated Superior Court judicial officers and staff. 
  • Reports – prepare monthly/quarterly/summary/annual clerk performance reports and assist the Court Administrator with the preparation of monthly reports. Monthly reports entail: cases filed/cases closed, maintaining shared drive spreadsheets used for case management (5.1 confidentiality or trial exhibits), and updating case and party management on FSX. Update the spreadsheet tracking Superior Court designation cases.  
  • File and ServeXpress (FSX), Contexte, CASCADE – attend weekly meetings, subject matter expert, verify document types/case information/reports are correct, and develop procedures and processes for the Contexte conversion, lead for non-financials. Submit FSX clerk review rejection drop-down reasons for updating; submit document types, case types, party types, and attorney types to FSX for updating or removal for civil action and civil miscellaneous.  
  • Other duties as assigned – Judicial Management Analysts quarterly meetings; ADA forms compliance and translations projects; and communicates with the Court Administrator, Deputy Court Administrator, and Civil Miscellaneous Operations Manager on the best use of office space for the Registers in Chancery statewide.

Job Requirements

Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Three years experience in managing cases as they move through the legal process. 
  2. Six months experience in interpreting laws, rules, regulations, standards, policies, and procedures. 
  3. Six months experience in using an automated information system to enter, update, modify, delete, retrieve/inquire and report on data. 
  4. Six months experience in narrative report writing.  
  5. Six months experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.  
  6. Ability to communicate courteously and effectively, both verbally and in writing.
