Summary Statement

BECOME PART OF A DYNAMIC TEAM IN STATEWIDE CLASSIFICATION & COMPENSATION FOR THE DEPARTMENT OF HUMAN RESOURCES.

We are searching for a Management Analyst III to conduct comprehensive reviews and study Statewide Classification & Compensation processes, systems, data administration, reporting and policies & procedures. This position will propose recommendations and implement changes to increase efficiencies within the unit and statewide. Examples of primary responsibilities will include: leading and directing various special projects and management studies, analyzing and evaluating data to determine goals/objectives of projects, scope of projects, project design/timeline, and reporting. This position will review and analyze performance metrics, volume and workloads, as well as statewide processes, policies, procedures and systems to make recommendations for efficiencies such as new processes, forms, procedures, or approaches. In addition, this position will review internal and external training needs, propose training improvements, and facilitate training as needed. This position will also be responsible for conducting job analysis, researching and analyzing all relevant material and using the results to provide written recommendations for job classification/compensation requests.

Selective Requirement

Selective Requirements must be met in addition to the job requirements.  Applicants who do not possess the selective requirement will not be qualified.

  • Six months experience retrieving and formatting data extracted from multiple databases using Advanced Microsoft Excel including building and using pivot tables, using the sort/filter functionality, v-lookups, and developing formulas.

Essential Functions

  • Interviews agency staff, observes work processes and gathers data relating to operational and managerial practices and procedures for use in evaluating services provided and/or determining compliance to goals and objectives.  
  • Reviews, performs statistical analysis and interpretation of collected data relating to policies, procedures, organization, managerial and operational practices; Defines and may make recommendations for correcting problems.  
  • Analyzes data gathered and develops solutions or alternative methods of proceeding.  
  • Analyzes and evaluates the effectiveness of operations in meeting established goals and objectives.  
  • Provides technical assistance in understanding and developing management objectives and controls for resolution of issues and concerns.  
  • Studies pertinent background material such as legislation, administrative orders and regulations.  
  • Makes recommendations for and assists in the implementation of new techniques or procedures to improve methods of operations, strengthen controls, and effectively utilize resources.  
  • Documents findings of studies and prepares recommendations for implementation of new systems, procedures, or organizational changes. 
  • May supervise administrative support and/or paraprofessional staff.  Supervision is exercised over at least two or more merit full time positions per the Merit Rules. The elements of supervision include planning, assigning, reviewing, evaluating, coaching, training, recommending hire/fire and discipline.

Job Requirements

JOB REQUIREMENTS for Management Analyst III 
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Three years' experience in conducting studies which includes evaluating operations, programs, services, policies and procedures to determine efficiency, effectiveness, whether goals and objectives are met and compliance with laws, rules, regulations, policies and procedures.
  2. Three years' experience in descriptive statistics such as the mean, median, mode or standard deviation.
  3. Three years' experience in interpreting laws, rules, regulations, standards, policies, and procedures.   
  4. Six months' experience in designing studies which includes determining study goals and objectives, information needed, data sources, sampling and collection methods.
  5. Six months' experience in making recommendations for continuation or changes to operations, programs, services, policies or procedures based on findings.
  6. Six months' experience in narrative report writing.
  7. Knowledge of inferential statistics such as correlation, t-tests, f-tests or analysis of variance.
