Introduction


The State Park Commission (now the Division of Parks and Recreation) began managing the land as Indian River State Park in 1965, but it didn't become Delaware Seashore State Park until 1967.

Summary Statement

This position will complete projects and regular maintenance activities at Delaware Seashore and Fenwick Island State Parks. This position is responsible for daily supervision of full time Conservation Technician I's, II's' and III's as well as seasonal grounds crew and conduct performance reviews and plans, maintenance and repair work on Park Grounds equipment, automobiles, and machinery in addition to performing maintenance and janitorial duties.

Essential Functions

  • Applies conservation and preservation principles and practices in support of the management of the state's natural resources which includes such activities as propagating, seeding, transplanting, cultivating, harvesting and care of trees, flowers, shrubs, lawns and crops to include turf/grounds management, pest management, herbicide/fertilizer application, layout and design, assessment of soil composition and environmental conditions.
     
  • Performs maintenance and repairs in a variety of labor/trades fields such as plumbing, carpentry, painting, welding, construction, grounds maintenance and assists higher level personnel on large scale projects.
     
  • Operates marine, land-based and construction equipment and vehicles.
     
  • Maintains and repairs a variety of equipment/vehicles.
     
  • Provides information to the public as requested or responds to inquiries regarding agency initiatives/programs.
     
  • Ensures the safe usage of state owned, managed, and/or maintained grounds and facilities by the public.
     
  • Completes standard forms/applications; maintains records and reports detailing daily activity, tool and equipment inventory, fuel and service logs and related activities.

Job Requirements

JOB REQUIREMENTS for Conservation Technician IV
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

Department of Natural Resources and Environmental Control: Division of Parks:

  1. Three years experience in operating and maintaining motor vehicles, landscaping and groundskeeping equipment and hand tools.
  2. Six months experience in performing a variety of grounds keeping, mechanical, and building maintenance trades work.
  3. Six months experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.
  4. Possession of a valid Driver's License (not suspended, revoked or cancelled, or disqualified from driving).

This position is a classification organized under an exclusive bargaining representative (labor organization) that has been elected by employees as their representative for collective bargaining and other applicable terms and conditions of employment, in accordance with Title 29, Chapter 59 and Title 19, Chapter 13 and 16.  This position is covered by a collective bargaining agreement based on its individual terms.

As a condition of hire the applicant must agree as a requirement of employment to possess a Delaware Private Pesticide Applicators Certification within 180 days of employment.

As a condition of hire, the applicant must possess a valid Certified Playground Safety Inspector (CPSI) certification OR agree as a requirement of employment to obtain a CPSI Certification within 180 days of employment.
