Summary Statement

This position ensures compliance with all federal, state and agency rules, regulations, policies, and procedures concerning fiscal activities, contracts administration, procurement, and budgets. Analyzes and evaluates all fiscal functions and activities, develops new systems and procedures as deemed appropriate. primary functions revolve around the management of Environmental Finance grants and budgets.  Oversight and direction provided by Chief of Administration, Senior Fiscal Management Analyst and Fiscal Administrative Officer. Combined portfolio for the program anticipated grant funding for the next 5 years is $352 million dollars. Triage fiscal related issues and concerns given by subordinate staff, make recommendations and provide solutions to potential issues/concerns and elevate as necessary to leadership. Assists in effective implementation of fiscal statewide systems, such as FSF, and loan management software to ensure compliance with State goals and priorities. May represents the department on various statewide committees and with meetings/negotiations with contractors, vendors, and members of the public.

  • Analyzes, reconciles and consolidates vouchers, records, journals, ledgers and statements.
     
  • Monitors expenditures to ensure compliance with budgetary recommendations.
     
  • Reviews financial transactions and codes for conformance to standard procedures and accounts.
     
  • Compiles, analyzes and prepares a variety of statements and reports for state, special, private or federal funded programs for use in financial, budget and personnel planning. 
     
  • Develops cost projections based on past records and anticipated activities and makes fiscally sound recommendations.
     
  • Applies standardized accounting principles and practices.
     
  • Reviews internal accounting policies and procedures and makes recommendations for revisions.

Job Requirements

JOB REQUIREMENTS for Fiscal Administrative Officer
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Three years experience in accounting using Generally Accepted Accounting Principles (GAAP).
  2. Three years experience in compiling, analyzing and interpreting financial data to ensure effective and efficient accounting of funds or to make projections for financial planning.
  3. Three years experience in analyzing financial problems, developing alternatives, recommending and advising management on solutions.
  4. Six months experience in interpreting laws, rules, regulations, standards, policies, and procedures.
  5. Knowledge of budget management and control which includes managing a budget for the purpose of keeping expenditures within the limitations of available appropriations and available revenue and maintaining, monitoring, projecting and controlling a budget within set policies and procedures.
  6. Knowledge of staff supervision acquired through course work, academic training, training provided through an employer, or performing as a lead worker overseeing the work of others; OR supervising staff which may include planning, assigning, reviewing, and evaluating the work of others; OR supervising through subordinate supervisors a group of professional, technical, and clerical employees.
