Summary Statement

The Communications Manager reports to the Communications Director and is responsible for developing content and coordinating the execution of strategic communications projects that support the Department of Human Resources’ mission and priorities. This position focuses on writing, messaging, campaign implementation, managing the work of external communications contractors and managing the internal DHR communications staff. The Communications Manager will supervise those employees and contractors handling social media, multimedia production, FOIA, and constituent relations, and will collaborate with internal communications staff and contractors to ensure messaging is aligned, accessible, and effective.

Essential Functions

  • Supervise and manage the communications team
  • Write and edit a variety of communications materials, including press releases, talking points, internal emails, executive summaries, and reports
  • Implement communications plans for major department initiatives, campaigns, programs, and events
  • Coordinate the work of contract staff (social media and photo/video specialists) to ensure timely, brand-aligned content delivery
  • Serve as a project lead for priority communications efforts, managing timelines, approvals, and deliverables
  • Work closely with subject matter experts to translate technical or policy-heavy content into clear, engaging messaging
  • Ensure brand and editorial consistency across all communications products
  • Support internal communications and employee engagement strategies under the direction of the Communications Director
  • Provide quality control and content development support for high-visibility events or publications
  • Perform other related duties as assigned

Job Requirements

Job requirements for Communications Manager:

  1. Bachelors degree in Communications, Journalism, Public Relations, Marketing, or related field
  2. 3–5 years of relevant experience, preferably in government, nonprofit, or mission-driven marketing or communications organizations
  3. Strong writing and editing skills with a portfolio of content across platforms
  4. Experience managing external vendors or creative contractors
  5. Excellent organizational and project management skills
  6. Ability to work both independently and collaboratively on deadline-driven projects
  7. Proficiency with Microsoft Office; familiarity with Adobe Creative Suite or digital platforms a plus
  8. Knowledge and Experience with FOIA and constituent services a plus
  9. Commitment to inclusive, accessible, and audience-centered communications

The State of Delaware recognizes the value of telework and flexible working schedules. This position is eligible for Telework and Alternative Work Schedules according to the State of Delaware’s Alternative Work Arrangement Policy. More information will be shared at the time of interview. 

This position is eligible for a hybrid schedule. In-person meetings or events occur throughout the year and across the state.
