Summary Statement

Employee reports to the Court Administrator or designee and is responsible for an annual operating budget of 2 million. This position is responsible for 68 uniformed employees.  Primary duties are to plan, assign, review, and train to ensure that personnel maintain proper certifications.  Work involves developing, implementing, and evaluating security/constable policies and procedures, and participating in more serious or non-routine situations. Incumbent will conduct periodic safety and security reviews of courtrooms and facilities to assess effectiveness of safety policies, procedures, and equipment. 

Essential Functions

  • Ability to Plan/schedule resources to ensure adequate resources and staffing for the statewide systems.
  • Knowledge of administrative systems to achieve operational uniformity and meet objectives of the court system.
  • Skill in providing direction, development opportunities and operational guidance for supervisors in the JP System.
  • Ability to manage the duties of court security officers and constables.
  • Skill in conferring with judges, attorneys and public and/or private agencies to ensure adequate level of services are being provided or to respond to unusual circumstances or demands.
  • Ability to stay informed of proposed/enacted legislation affecting the courts and develop plans to accommodate any changes precipitated by same.

Job Requirements

Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  • Three years of experience in developing solutions and providing recommendation, guidance and direction to management/officials in accomplishing organizational and operational goals and objectives and resolving issues.
  • Three years of experience in interpreting laws, rules, regulations, standards, policies, and procedures.
  •  One year of experience in operations management which includes planning, directing, coordinating, controlling and evaluating operations typically through subordinate supervisors.
  • One year of experience developing policies and procedures.
  • Possession of a valid Driver's License (not suspended, revoked or cancelled, or disqualified from driving).

Criminal background check:  A satisfactory criminal background check is required as a condition of hire. 

Pre-employment Drug Testing:  Upon a conditional offer, you must undergo pre-employment drug testing as part of the hiring process.

As a condition of hire the applicant must agree to successfully complete a 50-hour training program in firearms and training in handcuffs, mace, baton, and wand approved by the State of Delaware Council on Police Training. Possession of a State of Delaware Council on Police Training Certification may satisfy this requirement.

Pre-employment Psychological Testing: Upon a conditional offer, you must undergo pre-employment psychological testing as part of the hiring process.
