Summary Statement

This is an essential status position that maybe assigned to project/work activities statewide. Candidate is required to work during severe weather, homeland security/traffic incidents. The Traffic Safety Officer inspects, reviews, and applies Temporary Traffic Control (TTC) standards to all DE roadways to maintain safety for all modes of transportation. Position will reference the DE specifics of the MUTCD, Specifications/Details/Safety Hardware/AASHTO guidelines. Conduct field inspection, write inspection reports, review roadway plans, respond to project questions, attend meetings, and promote safety for all modes of transportation. Additional duties incident and emergency TTC, reporting/investigation, deployment of TTC devices, and participation in planned/unplanned events.

  1. Knowledge of interpreting the Manual on Uniform Traffic Control Devices (MUTCD) requirements.

Essential Functions

  • Inspects infrastructures to ensure compliance with design plans, materials specifications, safety requirements, construction processes, local, state, and federal codes and on-going maintenance requirements; documents and reports compliance or deficiencies.
  • Designs, develops, or reviews engineering project or site layouts, alignments, profiles, studies, graphs, and other related activities.
  • Compiles and records notes, sketches, test results, inspection data, and other information to document compliance and/or develop designs, specifications, reports, maps, and other geographically based data.
  • Conducts various studies to be used by others to analyze needs or develop plans, record characteristics, and other related activities.
  • Conducts data analysis to determine accuracy of data collected, develop recommendations, develop corrective designs, and/or ensure compliance.
  • Tests or evaluates the quality of materials or designs to verify adherence to contracts and specifications.
  • Obtains survey data such as angles, elevations, points, and contours using electronic distance measuring equipment and other surveying instruments.
  • Calculates or measures area and volume dimensions, horizontal and vertical geometry, profile and component specifications, and material testing dimensions using calculators or computers.
  • Operates computer assisted drafting equipment or other tools of the trade, and uses automated information systems and computer software to enter, update, modify, delete, retrieve, and report on data.  
  • Reads and interprets plans, specification, blueprints, and other engineering documents.
  • Performs other related duties as required.

JOB REQUIREMENTS for Engineering/Planning/Surveying Technician II 
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

Traffic Engineering Safety Officer:
  1. Six months’ experience in applied mathematical computations.
  2. Six months’ experience in using an automated information system to enter, update, modify, delete, retrieve/inquire and report on data. 
  3. Six months’ experience in evaluating the effectiveness of traffic control methods and devices such as signs or pavement markings.
  4. Coursework, training, and/or work experience in interpreting construction or event traffic plans for compliance with traffic engineering objectives and regulations.
  5. Possession of a valid Driver's License (not suspended, revoked or cancelled, or disqualified from driving). 
JOB REQUIREMENTS for Engineering/Planning/Surveying Technician III

Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

Traffic Engineering Safety Officer:

  1. Possession of a Traffic Control Technician Certification from the American Traffic Safety Services Association (ATSSA) OR certificate of completion of the Traffic Control Technician from the American Traffic Safety Services Association (ATSSA) and one year of experience in temporary traffic control in work zones or event traffic.
  2. Possession of a Flagger Certification from the American Traffic Safety Services Association (ATSSA).
  3. One year of experience in evaluating the effectiveness of traffic control methods and devices such as signs or pavement markings.
  4. One year of experience in using an automated information system to enter, update, modify, delete, retrieve/inquire and report on data.
  5. Six months’ experience in interpreting construction or event traffic plans for compliance with traffic engineering objectives and regulations.
  6. Coursework, training, and/or work experience in analyzing the cause of and providing remedies for high-risk traffic conditions or application of event traffic mitigation.
  7. Coursework, training, and/or work experience in project management such as planning, developing, implementing, managing and evaluating projects to ensure objectives are met.
  8. Possession of a valid Driver's License (not suspended, revoked or cancelled, or disqualified from driving).

Conditions of Hire

All new hires are required to report to the Statewide New Employee Orientation (SNEO) on their first day of employment. Sessions are held at designated locations in Kent or New Castle County.

This position is a classification organized under an exclusive bargaining representative (labor organization) that has been elected by employees as their representative for collective bargaining and other applicable terms and conditions of employment, in accordance with Title 29, Chapter 59 and Title 19, Chapter 13 and 16.  This position is covered by a collective bargaining agreement based on its individual terms.
