Summary Statement

The Senior Accountant is responsible for performing Accounts Receivable and Accounts Payable functions for the court’s three statewide counties. This requires a keen attention to detail, good organizational skills and adept application of knowledge of various software applications including MS Word, MS Excel and Adobe. The Senior Accountant will be the primary liaison with outside vendors and case participants for the resolution of billing related matters in Chancery cases. The Senior Accountant will be expected to organize and maintain records that will provide the support for financial analysis and development of financial reports. The Senior Accountant reports to the Fiscal Administrative Officer and works in tandem with that individual in completing assignments related to fiscal monthly and year end deadlines. This requires a comprehensive, broad knowledge of accounting theories, principles, practices, and procedures.

Preferred Qualification

  1. Experience with First State Financials and familiarity with DE Court bookkeeping system, Contexte, is a plus.
  2. Ability to quickly pick-up and navigate computer software applications is desired.
  3. Knowledge of General Fund and Court Operations

Essential Functions

  • Reviews, revises, and institutes internal controls to ensure correct charging and accounting of disbursements and credits.
  • Reconciles multiple accounts of a complex nature.
  • Assists with analysis and evaluation of financial data in the preparation of complex budgets and provides forecasts with supporting justification.

Job Requirements

  1. A Bachelor’s degree in Accounting or related field.
  2. Six months experience in accounting using Generally Accepted Accounting Principles (GAAP).
  3. Six months experience compiling, analyzing, and interpreting financial data to ensure effective and efficient accounting of funds or to make projections for financial planning.
  4. Six months experience in interpreting laws, rules, regulations, standards, policies, and procedures.
  5. Six months experience in using an automated information system to enter, update, modify, delete, retrieve/inquire and report on data.
  6. Knowledge of creating financial reports which includes combining and presenting financial data from multiple sources in an organized format.

 

Knowledge, Skills, and Abilities:

  • Knowledge of accounting theories, concepts, principles, and standards
  • Knowledge of general and governmental accounting principles.
  • Ability to learn state accounting methods, state, and departmental computerized financial management systems, including data entry and correction procedures.
  • Knowledge of recordkeeping and report preparation techniques.
  • Ability to maintain accurate, current accounting records.
  • Ability to assemble and analyze financial and accounting data and make recommendations.
