Summary Statement

In order to maximize the quality and impact that Delaware’s Judicial Branch has on the communities it serves, the Delaware State Courts are committed to the development and enhancement of projects and programs that ensure access to justice for all Delaware citizens.  The Judicial Branch has experienced tremendous growth and need for coordination in several areas that impact access to justice, including Treatment Courts, which has become an important initiative for the Judiciary. Cross-court and cross-system planning, implementation and coordination of these programs is essential for long-term sustainability and efficiency, particularly since resources servicing these initiatives are often drawn from the same limited pool.  The Administrative Office of the Courts (AOC) is actively engaged in the policy development, education, and the coordination of grant solicitations on behalf of the Treatment Courts, as well as for other court programs, statewide.

Preferred Qualification

  • A Master’s degree in social sciences or related field or Juris Doctorate.

Essential Functions

This position will assist the Judicial Branch in the following primary areas of services:

  • Statewide Treatment Court Coordinator – this employee will serve as the Statewide Treatment Court Coordinator for the Judicial Branch.
  • Plan, develop, evaluate, and coordinate Treatment Court programs and promote operational consistency throughout the state.
  • Assist Treatment Courts in the evaluation of current operations, policies, and procedures and provide resources and services to assist Treatment Courts in developing, implementing, and maintaining evidence-based best practices.
  • Organize training and provide educational opportunities on numerous subjects related to the best practices of Treatment Courts and access to justice issues.
  • Function as a liaison between the AOC and various public agencies and community-based organizations to facilitate delivery of services, program effectiveness, and general local support.
  • Work closely with judicial officers and facilitate the collaboration of multi-agency stakeholders.
  • Oversee project management activities, resources, and information.
  • Staff and manage committees, including preparing and presenting reports, event organization, and assisting committees in communicating and implementing recommendations.
  • Research and evaluate development and grant opportunities for court projects and programs targeted at increasing access to justice as well as other related issues.
  • Provide assistance in determining grant availability and feasibility, write and submit grant applications, monitor cross-court grant opportunities, and supervise consultants funded by grants. 
  • Conduct other research and analysis, support, and coordination of court services (as assigned).
  • Supervise the Community Court and Resource Center Coordinator.

Job Requirements

  1. Possession of at least a Bachelor’s Degree in the social sciences or a related field, with relevant program management and implementation experience. 
  2. Skilled in project management, facilitation, and coordination techniques and tools.
  3. Skilled in a variety of writing styles such as grant writing, narrative report writing, and miscellaneous correspondence and other documents.  Excellent writing skills are a must.
  4. Skilled in developing solutions and providing recommendations, guidance, and direction to management/officials in accomplishing organizational and operational goals and objectives and identifying and resolving issues.
  5. Skilled in organizing programs and other activities.
  6. Skilled in developing policies/procedures or strategic planning.
  7. Experience with federal or state grant management.
  8. Experience in data compilation and analysis.
  9. Excellent verbal communication and oral presentation skills are a must
