Summary Statement

The Department of Transportation seeks a Deputy Director of the Division of Motor Vehicles to provide leadership and support to all sections within the Division, to include Toll Operations.  The incumbent will provide recommendations, guidance, and direction to management for the purpose of meeting organizational and operational goals as well as identifying needs and resolving challenges within the Division.

Essential Functions

  • Serve as chief policy advisor to the Director.
     
  • Interpret, explain, and apply applicable state and federal laws, rules, regulations, policies, and procedures.
     
  • Assist in the development and updating of agency’s Standard Operating Procedures.
     
  •  Provide management with all required reports, projections, forecasts, etc. as well as applicable recommendations for any remedial action, if necessary. 
     
  • Compile, analyze, and prepare reports for a variety of interested parties, including state partners, federal agencies, and special interest groups.
     
  • Analyze agency customer service needs and make recommendations to management.
     
  • Interface with agency officials, federal government representatives, fiscal and budget personnel, program representatives and employees in order to compile and analyze data and recommend improvements or solutions.
     
  • Represent the agency management on various statewide committees and task forces and in meetings with contractors, vendors, and members of the general public.
     
  • Assist the agency in analyzing pertinent legislation and state/federal regulation to anticipate the effect on the agency’s operations.
     
  • Act as the Director in his/her absence.
     

Job Requirements

  1. Possession of a Bachelor’s Degree or higher in Business Administration, Public Administration, Accounting, Political Science or related field.
  2. Experience in operations management, to include planning, directing, coordinating, controlling, and evaluating operations by working with agency staff to identify strengths and challenges.
  3. Experience in evaluating operations, projects, programs and/or initiatives and making recommendations on appropriate directions to management.
  4. Experience in interpreting state and federal legislation and laws, rules, regulations, standards, policies and procedures for agency impact.
  5. Experience in project management, which includes planning, developing, implementing, managing and evaluating projects to ensure objectives are met and demonstrating the ability to manage multiple projects simultaneously in a faced paced environment.
  6. Experience in staff supervision to include planning, assigning, reviewing and evaluating the work of others.
