This position is responsible for supporting the daily administration of the State’s debt management program, as guided, defined, and adopted by the State Bond Issuing Officers and the Department of Finance (DOF).
Within the Office of the State Treasurer, Division of Operations and Fund Management, under the Debt Management Department, this role supports accounting and processing tasks related to the State’s debt management processes. These include the development of the capital budget, issuance of debt interest and principal payments, preparation of financial documents for bond sales, bond refunding activities, and responding to requests from external auditors and school districts regarding the State’s debt portfolio or debt management processes.
A primary focus of this position is continuous improvement through regular review and updates of debt management policies and procedures, as well as the development of detailed process maps. Additional responsibilities include supporting debt management activities such as updating the First State Financial (FSF) Project Costing Module, maintaining the Bond Access Database and other related systems, and performing other assigned duties as needed.
The office is also in the process of implementing a new Debt Management Repository (DMR). This position will play an instrumental role in the effective use of the DMR, which is designed to replace existing manual debt management processes. The DMR will improve workflows for both the state and local share portions of the State’s debt portfolio, generating specialized reports and providing real-time financial updates critical to the State’s decision-making.
