Summary Statement

The DTI Procurement Administrative Specialist applies agency laws, rules, regulations, policies and procedures in maintaining and processing agency procurement information. Maintains confidentiality and privacy of information.

  • Knowledge in developing contracts for procurement of goods and services including researching and writing specifications, analyzing bids, and recommending contract awards

Essential Functions

Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class.   • Supports the procurement team that engages in procurement activities such as writing bid specifications, developing Request for Proposals (RFP) and Invitations to Bid (ITB), advertising for bid, and recommending contracts for award.
  • Manages a multi-system contract repository to ensure compliance with applicable contracts, policy, retention, and regulatory schedules.
  • Coordinates pre-bid, selection committee and other meetings to support the procurement team and records meeting events providing minutes in an error-free, efficient manner.
  • Intakes new procurement requests and takes part in the overall procurement workflow at all stages.
  • Assists with analyzing and interpreting technical aspects of bid specifications for goods, materiel and professional and non-professional service contracts.
  • Supports users in resolving supplier relationship issues including but not limited to contract disputes, service complaints, and price discrepancies.
  • Other special projects and tasks as required.

Job Requirements

JOB REQUIREMENTS for DTI Procurement Administrative Specialist (Casual/Seasonal)

Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  • Six months experience in coordinating office activities such as planning/coordinating meetings or conferences; tracking workflow and follow up; composing meeting notes; directing clients/customers; explaining services to the public and customers/clients; establishing or maintaining filing/record systems.
  • Six months experience in document processing which includes reviewing and evaluating records for completeness and conformity with laws, rules, regulations, standards, policies and procedures, resolve deficiencies, interpret information, and track and monitor activities.
  • Six months experience in using standard computer software programs for word processing, spreadsheets or databases.
  • Six months experience in using an automated information system to enter, update, modify, delete, retrieve/inquire and report on data.
  • Knowledge of interpreting laws, rules, regulations, standards, policies, and procedures.

Conditions of Hire
