Summary Statement
This position provides human resources and administrative
support to the Family Court Human Resources Office, with primary
responsibilities in recruitment, selection, and employee lifecycle activities.
The incumbent supports the full recruitment process, from posting positions and
reviewing applications through interviewing and selection, while providing
guidance to managers, employees, applicants, and other stakeholders.
The selected incumbent will be responsible for posting job
requisitions in Jobapps and on external job board sites; reviewing resumes and
applications to determine qualifications; coordinating and participating in
recruitment and outreach activities; and serving on interview panels both in
person and virtually. The position will assist hiring managers throughout the
recruitment and selection process and ensure recruitment activities are
completed accurately and timely.
In addition to recruitment responsibilities, the incumbent
will perform a variety of administrative human resources functions, including
maintaining recruitment-related records, preparing and assisting with routine
reports, entering and maintaining information in applicable human resources
systems, and assisting with various employee onboarding and offboarding
activities. The position requires attention to detail, sound judgment,
confidentiality, organization, and the ability to effectively manage multiple recruitment
and administrative activities in a fast-paced environment.
Preference for candidates in Kent or Sussex County due to
operational needs, however this position may be assigned to any county within
the state of Delaware.
Essential Functions
Paraprofessional human resource work is characterized by
the application of human resource laws, rules and regulations, providing
technical assistance to employees, applicants and others in standard human
resource transactions, human resource services, and maintaining personnel
files. Examples of paraprofessional or technical responsibilities typically
assigned include, but are not limited to those described in the Essential
Functions below.

- Responds
to inquiries, explains human resource services and applies human resource
laws, rules, regulations, standards, policies and procedures.
- Conducts
research for professional human resource staff; collects data and gathers
information from employees, managers, applicants or the public;
participates in the analysis of data collected and assists with the
formulation of recommendations.
- Provides
guidance and direction to employees, managers, applicants or others in
registering or applying for human resource services.
- Processes
a variety of transactions by entering, updating, modifying, deleting,
retrieving and reporting on data in automated human resource information
systems or other computerized systems. This includes more complex
human resource transactions such as calculating over-payments and
under-payments, resolving issues and submitting corrections.
- Creates
and maintains personnel records and files.
- Reviews
human resource forms, data and other information; ensures accuracy,
completeness and compliance; and prepares correspondence, spreadsheets and
presentations.
- Compiles
data and prepares reports, statistics and statistical summaries, narrative
summaries or other representations of data.
- Participates
in developing internal procedures.
- Participates
in meetings and conference calls with employees, managers, applicants
and/or the public to gather information and understand human resource
problems; may participate in interviews.
- Maintains
confidentiality for all human resource related programs/services.
- May
provide guidance/direction to or oversee technical and/or administrative
support personnel.

Job Requirements
JOB REQUIREMENTS for Human Resource Associate
Applicants must have education, training and/or experience demonstrating
competence in each of the following areas:
1. Must possess at least one of the following:
- Possession
of an Associates degree or higher.
OR
- Possession
of a Statewide Human Resource Certification or professional human resource
certification.
OR
- One
year of experience in performing paraprofessional or administrative
support work for a human resource function.

This position is a classification organized under an exclusive bargaining representative (labor organization) that has been elected by employees as their representative for collective bargaining and other applicable terms and conditions of employment, in accordance with Title 29, Chapter 59 and Title 19, Chapter 13 and 16. This position is covered by a collective bargaining agreement based on its individual terms.
