Introduction

The Division of Air Quality monitors and regulates all emissions to the air. It issues permits to construct and permits to operate air contaminant sources. It maintains emission inventories from business and industry. It develops the State’s implementation plan as required by the Clean Air Act.

Summary Statement

This position is responsible for  conducting permitting and compliance activities related to demolitions and asbestos, Department of Motor vehicles (DMV)  Inspection and Maintenance Program (I/M), dry cleaners, auto body shops, gasoline delivery vessels and open burning;  Managing and supervising staff;  representing DAQ at public hearings, outreach events, regional meetings and meetings with industry and other state agencies;  staying abreast of EPA regulatory and regional initiatives as they pertain to these programs; maintaining compliance with the Clean Air Act requirements (federal, state and local).

Location can be either the Dover Office or the New Castle office plus Telecommuting from home may be available.

  • Plans, coordinates and oversees program implementation.
     
  • Provides technical direction and oversight for subordinates.
     
  • Recommends and drafts laws, rules and regulations applicable to assigned program areas.
     
  • Drafts grant applications and budget proposals; may participate in other specialized fiscal activities.
     
  • Manages staff personnel matters such as training, performance evaluation, hiring interviews, and making hiring recommendations.
     
  • Plans, coordinates and conducts meetings and workshops with other agencies and the private sector.

Job Requirements

JOB REQUIREMENTS for Environmental Program Manager I
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Possession of a Bachelors degree or higher in Biology, Chemistry, Geology, Physics, Engineering, Environmental Science or related field.
  2. Three years experience in interpreting environmental laws, rules, regulations, standards, policies and procedures.
  3. Three years experience in analyzing and evaluating data.
  4. One year experience in designing, planning, and overseeing the implementation of environmental/natural resources projects or program components while ensuring statewide or regional program goals are achieved.
  5. Knowledge of budget development which includes analyzing financial data and making long and short range plans and projections.
  6. Knowledge of staff supervision acquired through course work, academic training, training provided through an employer, or performing as a lead worker overseeing the work of others; OR supervising staff which may include planning, assigning, reviewing, and evaluating the work of others; OR supervising through subordinate supervisors a group of professional, technical, and clerical employees.
