Summary Statement

This class is responsible for planning, implementing, directing and evaluating statewide driver services programs.

Essential Functions

Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class.   • Monitors, evaluates and analyzes driver services programs, procedures and the delivery of services provided by agency staff and private industry through special studies, interaction with employees and contractors, progress and statistical reports from staff, and investigating complaints.
     
  • Plans, develops, implements and directs statewide driver services programs including requesting and reviewing driver safety and improvement program proposals from private industry; negotiating and writing contracts; recommending and justifying program content, costs and selected contractor; developing and implementing new/revised policies and procedures; and coordinating agreements with other states for driver license and improvement activities.
     
  • Develops long-range objectives; implements performance metrics to ensure the achievement of strategic goals.
     
  • Adopts new procedures to improve staff productivity and customer service.
     
  • Implements complex federal legislation such as Real ID. 
     
  • Plans, assigns, reviews and evaluates the work of subordinate personnel.
     
  • Develops, prepares, justifies and controls the Driver Services budget.
     
  • Participates in labor/management contract negotiation meetings.
     
  • Interfaces, orally and/or in writing, with attorneys, law enforcement agencies, public safety organizations on a state and national level, private industry, media and the public to exchange information, increase public awareness, resolve problems/complaints, and to establish programs, procedures and requirements for driver services functions.
     
  • Drafts legislation to enable Division to stay with current state-of-the-art concepts in driver licensing and driver improvement and compliance with state and federal laws.  Reviews, evaluates and analyzes existing, proposed and newly enacted laws and advises superior on feasibility of implementation and impact on current laws, regulations, programs and operations.
     
  • Develops and conducts training programs for DMV staff.
     
  • Compiles reports relating to driver licensing, driver improvement and commercial driver licensing.

Job Requirements

JOB REQUIREMENTS for Chief of Driver Services
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Three years experience in interpreting motor vehicle and/or driver license issuance laws, rules, regulations, standards, policies and procedures.
  2. Six months experience in budget administration which includes managing, developing, analyzing and implementing budgets; developing strategic plans and establishing internal control.
  3. Six months experience in planning, developing, implementing and evaluating programs.
  4. Six months experience in developing policies and procedures.
  5. Knowledge of operations management which includes planning, directing, coordinating, controlling and evaluating operations typically through subordinate supervisors.
