This position is responsible for administering Community Transportation Fund (CTF) projects in New Castle County, including the City of Wilmington. This includes preparing cost estimates, packaging contracts, supervising and managing field operations, scheduling, overseeing consultants & inspection staff. This position reports directly to the PW Engineer and will serve as a liaison between the engineer and field staff, serving as a PW representative with homeowners, contractors, and legislators. This position may have to work in excess of normal hours for planned or unplanned events.

Applicants must have education, training and/or experience
demonstrating competence in each of the following areas:
Construction Inspection:
1. Three
years experience in reviewing construction plans and details, schematics
or technical drawings to determine compliance.
2. Six
months experience in construction design and survey inspections.
3. Six
months experience in planning, organizing and directing crews involved in
inspection and documentation of construction progress and project completion.
4. Six
months experience in developing analytical and technical documents such as
reports, maps, or geographical representations of data.
5. Six
months experience in project management which includes planning,
developing, implementing, managing and evaluating projects to ensure objectives
are met.
6. Three
years experience in using an automated information system to enter,
update, modify, delete, retrieve/inquire and report on data.
7. Six
months experience in contract management and control which includes ensuring
compliance with terms of contracts; negotiating changes to existing contracts.
8. Knowledge
of staff supervision acquired through course work, academic training, training
provided through an employer, or performing as a lead worker overseeing the
work of others; OR supervising staff which may include planning, assigning,
reviewing, and evaluating the work of others; OR supervising through
subordinate supervisors a group of professional, technical, and clerical
employees.
9. Possession
of a valid Driver's License (not suspended, revoked or cancelled, or
disqualified from driving).
