Summary Statement

This position will support a $12 billion multi-plan pension system by performing the following functions: Due diligence related to the DPERS investment portfolio including the analysis of investment manager statements, financial reports, performance, and other researches. Monitor investment information reported by the custodial bank to ensure accurate recording of investment transactions and resolve any discrepancies.  Initiate, post, and reconcile transactions through the custodial bank using advanced excel spreadsheets. Provide supporting documentation to our auditors during the annual audit.

  • Develops and implements a program of financial policy and control.
     
  • Serves as a financial advisor to high level officials/governing Board.
     
  • Assures that applicable funds and State are obtaining maximum benefits from financial resources without sacrificing efficiency or violating rules or regulations.
     
  • Assists superior in developing, presenting and managing the operating budget; assembles requests and back-up data from a variety of sources and provides advice on requirements of budget hearings/methods of presentation; attends hearings and gives expert testimony.
     
  • Evaluates program operations and prepares reports related to investment analysis and management for use by superiors and/or the Board in managing the investment/financial programs.
     
  • Monitors the investment of State funds, including cash flow, cash management and investment results; works with Investment Managers and Custodians to ensure proper/accurate recording of investment transactions/results; recommends changes to more efficiently utilize funds.
     
  • Oversees the processing of all contributory transactions statewide including employee/employer contributions/refunds/adjustments.
     
  • May direct purchasing for the Office.
     
  • Plans, assigns, reviews and evaluates the work of subordinate staff; provides guidance and direction of difficult assignments.

Job Requirements

JOB REQUIREMENTS for Investment / Financial Manager
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Possession of a Bachelors degree or higher in Accounting, Business Administration, Economics, Finance, Business Management, Computer Information Systems or related field.
  2. Three years experience in accounting using Generally Accepted Accounting Principles (GAAP).
  3. Three years experience in investment management which includes investment of funds, cash management, investment analysis and developing and adjusting investment plans and policies to attain objectives.
  4. Six months experience in interpreting and analyzing financial reports.
  5. Six months experience in narrative report writing.
  6. Knowledge of staff supervision acquired through course work, academic training, training provided through an employer, or performing as a lead worker overseeing the work of others; OR supervising staff which may include planning, assigning, reviewing, and evaluating the work of others; OR supervising through subordinate supervisors a group of professional, technical, and clerical employees.
