Introduction

 

The Office of the Secretary provides leadership, overall policy guidance, and central administrative services to support the Department of Natural Resources and Environmental Control (DNREC).

Summary Statement

This position provides fiscal support and guidance to a variety of programs at DNREC.  Responsibilities include tracking funds for fixed assets and capital projects, analyzing and forecasting spending trends for budget development, recording revenue received on loan payments.  This position will also assist in writing internal policies and procedures, and the preparation of financial reports.

Essential Functions

Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class.   • Compiles and analyzes financial information to support budget development.
     
  • Analyzes payroll information to assist in the development of staffing plans.
     
  • Provides analysis of programmatic impact on the agency's budget.
     
  • Works with division management/fiscal to review, prepare and monitor each division's budget.
     
  • Monitors and analyzes various legislation to determine possible impact on department's overall fiscal position.

Job Requirements

JOB REQUIREMENTS for Fiscal Analyst
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Six months experience in accounting using Generally Accepted Accounting Principles (GAAP). 
  2. Six months experience in compiling, analyzing and interpreting financial data to ensure effective and efficient accounting of funds or to make projections for financial planning.
  3. Six months experience in analyzing financial problems, developing alternatives, recommending and advising management on solutions.
  4. Six months experience in interpreting laws, rules, regulations, standards, policies, and procedures.
  5. Six months experience in narrative report writing.
