Introduction

The Coastal Section of the Division of Climate, Coastal, & Energy serves as the Department’s research, education, and policy lead for coastal and ocean issues. It helps manage Delaware’s coastal zone and balance the use and protection of its resources.

Summary Statement

This position is to provide scientific, technical, and policy support for the regulatory programs of the Delaware Coastal Programs. Primary duties will be reviewing and determining outcomes of Federal Consistency applications and coordinating with network partners and subject matter experts. Other duties may include work on coastal resilience and marine planning, data analysis, technical writing for a variety of coastal issues, supporting the State Coastal Zone Act, and work with data management systems.

  1.  Six months experience in interpreting Federal Consistency laws, rules, regulations, standards, policies, or procedures

Essential Functions

  • Conducts field studies or inspections and evaluations for compliance with permit and regulatory requirements; observes, collects, analyzes, reviews and interprets data from standard field studies, compliance inspections, various regulatory submissions or literature and makes recommendations.
     
  • Performs statistical analysis of data.
     
  • Conducts technical reviews and makes recommendations on permit applications or other various regulatory submissions to ensure compliance with regulations.
     
  • Prepares permits, technical reports and/or enforcement case documents.
     
  • Responds to technical/regulatory inquiries from other state, local and federal agencies as well as public and private organizations or individuals.

Job Requirements

JOB REQUIREMENTS for Environmental Scientist II
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Possession of a Bachelors degree or higher in Life, Physical, or Applied Science or related field.
  2. Six months experience in analyzing and evaluating scientific data.
  3. Six months experience in interpreting laws, rules, regulations, standards, policies, and procedures.
  4. Six months experience in using an automated information system to enter, update, modify, delete, retrieve/inquire and report on data.
  5. Six months experience in technical report writing.
