Summary Statement

The incumbent will report to the Director, Executive Programs and Grant Administration within the Office of the DSAMH Director. This position will serve as the unit’s Deputy Director directly assisting with grant administration, oversight, and representation on various committees. The position will also serve as the Division’s Chief of Special Projects, responsible for overseeing the implementation and coordination of a wide range of both substance abuse and mental health-related initiatives. Work includes  project management, budget, and supervision.

Essential Functions

  • Performs on-going oversight, monitoring and strategic management of the Division’s behavioral health programs and operational support services such as assessment of health data, behavioral health promotion, addiction prevention programs and activities; inpatient and community-based substance use and mental health treatment and service programs; and programs that manage other types of addiction.   
  • Ensures quality, consistency, integration and compliance with all regulatory, certification and accreditation standards.  
  • Conducts comprehensive research and evaluation of a wide-variety of behavioral health programs to make projections by identifying trends and issues in areas such as service delivery, performance, utilization, staffing, accessibility, cost and funding.  
  • Makes recommendations on improvements and alternative courses of action that strengthen behavioral health treatment and prevention efforts and improve health outcomes.  
  • Participates in the development and implementation of strategies, policies and standards related to treatment and service systems.  
  • Monitors fiscal activities for behavioral health programs and contracted providers within the DSAMH system.  
  • Coordinates public and private behavioral health services to reduce duplicate services, align and strengthen existing services and address the needs of the community.  
  • Analyzes state, federal and local legislation to determine impact on operations.  
  • Facilitates the adequate dissemination of public information regarding urgent substance use and mental health concerns.  Assists in developing and coordinating communication that ensures an understanding of and accessibility to behavioral health services for Delawareans.  
  • Reviews and interprets statistical, narrative, analytical and financial reports.

Job Requirements

JOB REQUIREMENTS for Behavioral Health Administrator III  

Applicants must have education, training and/or experience demonstrating competence in each of the following areas:  

  1. Possession of a Bachelor’s degree or higher in Public Administration, Public Policy, Behavioral, Social or Health Science or related field.
  2. Two years experience in behavioral health administration which includes ensuring that behavioral health policies, procedures and operational plans are implemented to provide overall direction of activities involving behavioral health programs, services, budgets, state and federal funding, varied resources, staff and fiscal requirements to meet goals and objectives and to ensure compliance with applicable behavioral health laws and regulations.
  3. Two years experience in grant management and control which includes monitoring and evaluating grant expenditures.  
  4. One year experience in behavioral health planning which includes  analyzing and evaluating behavioral health programs, projects, and policies, interpreting research studies and health trends which includes qualitative and quantitative analysis of health data to develop strategies and policies and advise department and state officials on behavioral health concerns.
  5. One year experience in strategic planning which includes planning and mapping a path between the present and future usually for three to five years by determining key objectives, how to accomplish the key objectives, what strategies should be used, what activities would contribute to accomplishing the key objectives and developing performance measures to gauge and report progress or success.
  6. One year experience in contract management and control which includes ensuring compliance with terms of contracts; negotiating changes to existing contracts.
  7. One year experience in policy administration such as planning, developing, implementing or evaluating policies and procedures.
  8. One year experience in operations management which includes planning, directing, coordinating, controlling and evaluating operations typically through subordinate supervisors.

Additional Posting Information

Due to a new requirement from the Centers for Medicare & Medicaid Services (CMS) the following mandate is effective January 27, 2022: As a condition of employment, employees providing health care services and/or support services in covered facilities must show proof that they have received the dose of a single J&J dose or the 1st dose of Moderna/Pfizer two-dose vaccine effective date January 27, 2022, and proof of the single J&J dose or the 2nd dose of Moderna/Pfizer two-dose vaccine by February. 28, 2022. Employees may not provide any care, treatment, or other services until proof is provided.  Based on CMS guidance, the date for compliance may extend into March due to the health care facilities high vaccination rate of staff.  If you accept a position with the facility, your Human Resources representative can provide more guidance.  The only exception to these requirements is for those employees granted medical or religious exemptions from the COVID-19 vaccine as recommended by the Centers for Disease Control and Prevention, which may require weekly COVID-19 testing.
