Summary Statement

This is an exempt position and serves at the pleasure of the Cabinet Secretary.  The incumbent is responsible for managing and directing statewide operations of the department’s professional standards functions including Institutional Abuse Investigation, management of the Child Protection Registry, DSCYF Special Investigators assigned to support child welfare operations, and investigation of professional misconduct allegations.

  • Directs the professional standards functions through specialized operational units.
  • Evaluates the effectiveness of risk management practices for the department and develops recommendations for agency leadership.
  • Develops policy and strategic direction for the unit in alignment with the agency’s mission.
  • Collaborates with department leadership, law enforcement, community stakeholders, and members of the legislature.
  • Must be mission-driven, strategic, collaborative, and exhibit the ability to actualize goals and achieve results.

Job Requirements for Administrative Management:

Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Possession of a State of Delaware Council on Police Training Certificate.
  2. Minimum of ten years experience as a certified police officer.
  3. Minimum of five years experience in conducting investigations which include conducting interviews to obtain confidential information, gathering evidence, and documenting findings.
  4. Experience in policy administration, which includes planning, developing, implementing and evaluating policies and procedures.
  5. Knowledge of computer-based data management systems and software tools.
  6. Experience in representing an organization in public forums including community and legislative stakeholder events.
  7. Possession of a valid Driver’s License.

Conditions of Hire

Criminal background check:  A satisfactory criminal background check is required as a condition of hire.  The recruiting agency may require the applicant to pay for the criminal background check as part of the conditional offer of hire.    

Pre-employment Drug Testing:  Upon a conditional offer, you must undergo pre-employment drug testing as part of the hiring process.
