Summary Statement

The Right of Way/Team Support Manager is responsible for managing the development, review, and approval of Right of Way (ROW) plans using CADD/MicroStation. The role includes supervising up to six staff and providing engineering support to ensure timely and accurate ROW plans for transportation projects. Responsibilities include drafting and reviewing plans, identifying property needs, and verifying existing and proposed rights-of-way and easements.

Essential Functions

  • Inspects infrastructures to ensure compliance with design plans, materials specifications, safety requirements, construction processes, local, state, and federal codes and on-going maintenance requirements; documents and reports compliance or deficiencies.
  • Designs, develops, or reviews engineering project or site layouts, alignments, profiles, studies, graphs, and other related activities.
  • Compiles and records notes, sketches, test results, inspection data, and other information to document compliance and/or develop designs, specifications, reports, maps, and other geographically based data.
  • Conducts various studies to be used by others to analyze needs or develop plans, record characteristics, and other related activities.
  • Conducts data analysis to determine accuracy of data collected, develop recommendations, develop corrective designs, and/or ensure compliance.
  • Tests or evaluates the quality of materials or designs to verify adherence to contracts and specifications.
  • Obtains survey data such as angles, elevations, points, and contours using electronic distance measuring equipment and other surveying instruments.
  • Calculates or measures area and volume dimensions, horizontal and vertical geometry, profile and component specifications, and material testing dimensions using calculators or computers.
  • Operates computer assisted drafting equipment or other tools of the trade, and uses automated information systems and computer software to enter, update, modify, delete, retrieve, and report on data.  
  • Reads and interprets plans, specification, blueprints, and other engineering documents.
  • Performs other related duties as required.

Job Requirements

JOB REQUIREMENTS for Engineering/Planning/Surveying (EPS) Technician Program Manager II
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
 
  1. Six years’ experience in Surveying as described in the summary statement.
  2. Three years’ experience in transportation or construction project or program management such as planning, scheduling, staffing, coordinating, controlling, monitoring, evaluating, and reporting on the status of transportation or construction projects or programs.  
  3. One year of experience in contract administration such as overseeing the development and negotiation of contracts and bid specifications, managing bid openings, and awarding and executing contracts.
  4. One year of experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.
