Summary Statement

The Director Contact Tracing in Delaware is responsible for the strategic management, implementation and evaluation of the statewide contact tracing program. This position reports directly to the Director of Public Health, and works with the State Epidemiologists and the Division of Public Health (DPH) leadership, Cabinet Secretaries, and the Governor’s Office. The Director of Contact Tracing must ensure a robust and efficient workforce and system for contact tracing in the State of Delaware, and will also oversee the NORC telephonic contact tracing program and contract.  This position will act as the product owner for the Delaware Contact Tracing System being developed by Enovational.  This position requires a professional with demonstrated experience in leading major initiatives and managing staff to achieve objectives in a fast-paced, deadline driven environment.

Essential Functions

  • Attend and facilitate regular leadership calls with the Governor’s Office and various state leaders and vendors to ensure coordination and alignment with Delaware’s COVID-19 Contact Tracing initiative.   Ensure all parties have access to dashboards and reports. 
     
  • Conduct multiple team (NORC, DPH Epi, and DPH Field) weekly case reviews to ensure cases and contacts are handled efficiently and within 24 hours. 
     
  • Manage continual process improvement through monitoring, refining, and optimizing workflow and processes. Ensure transparent processes and timelines on the development of Salesforce/Delaware Contact Tracing System. Support integration of efforts, such as the exposure notification app. 
     
  •  Work with Director of Community Health Director and Office of the Medical Director, to ensure DPH Field Teams and DPH Epidemiology Teams are fully trained.  Ensure all teams have access to reports and dashboards. 
     
  • Act as product owner of DCTS, gathering system issues and system improvement ideas for future system development from NORC, DPH Field Teams, and DPH Epidemiologist Teams.  Prioritize for development, testing, implementation and ensuring quality in production environment. Monitor follow up from all stakeholders to ensure all issues are addressed in a timely manner.
     

Job Requirements

JOB PREFERRED QUALIFICATIONS for Director of Contact Tracing

  1. Possession of a Master's Degree in Public Health, Epidemiology, Sciences, Social Sciences, or Statistics.
  2. Four years experience in Public Health to include data analysis.
  3. Two years of supervision experience in Public Health to include data analysis.
  4. Possession of leadership skills and experience working with groups that have varying priorities but one common goal.
