Summary Statement

The Division for the Visually Impaired (DVI), within the Delaware Department of Health and Social Services (DHSS), is seeking an experienced Education Services Manager to oversee the daily operations and administrative functions of its statewide Education Program. This position manages administrative staff, supports specialized instructional teams, ensures compliance with state and federal education mandates, and streamlines systems to improve program efficiency. The ideal candidate will be a detail-oriented organizer, strong communicator, and team leader who is passionate about supporting educational services that empower Delawareans with visual impairments to achieve independence and success. Essential Functions

  • Plan, coordinate, and manage all aspects of regional, divisional, or departmental office operations.
  • Interpret, explain, and ensure compliance with state, federal, and departmental policies, procedures, and mandates (e.g., IDEA, ESSA, Delaware Code Title 14).
  • Oversee administrative support, communications, and operational services including records management, facilities, inventory, mail distribution, technology/equipment troubleshooting, and related agency-specific functions.
  • Conduct research and analyze data to make recommendations on workflow, staffing, program performance, and resource utilization.
  • Monitor workflow, deadlines, and performance measures; recommend improvements to office practices, procedures, and systems.
  • Oversee and modernize information systems, databases, and recordkeeping systems.
  • Draft, manage, and distribute communications and program materials for public and internal use.
  • Support contracting, procurement, and budget monitoring processes; assist with fiscal planning.
  • Supervise and support administrative staff, including planning, assigning, reviewing, evaluating, coaching, and training.
  • Communicate effectively with executives, leadership, staff, clients, customers, and school district partners to resolve issues and ensure smooth operations.
  • Perform other related duties as required.

Job Requirements

Job Requirements for Education Services Manager
  • Bachelor’s degree in Business Administration, Education, Public Administration, or a related field;
OR
  1. Two years of experience in education program coordination, program management/administration, or office management.
  2. Six months of supervisory experience overseeing administrative or program staff, including performance evaluation and staff development.
  3. Six months evaluating programs to identify barriers, noncompliance, and effectiveness, ensuring services meet consumer and community needs.
