Summary Statement

We are seeking a candidate to fill a vacancy at one of the following levels:    

Economic Fiscal Analyst:

The successful candidate will report to the Director of Research and Analysis with responsibility for the research, analysis and development of economic, legislative and fiscal policy issues, focusing on tax policy and revenue forecasting.  Prepares economic and revenue forecasts, statistical studies, and other quantitative analyses to provide information and recommendations.  

 

Economic Fiscal Senior Analyst:  

The successful candidate will report to the Director of Research and Analysis with responsibility for the research, analysis and development of complex economic, legislative and fiscal policy issues, focusing on tax policy and revenue forecasting.  Prepares and presents economic and revenue forecasts and analyses to the Delaware Economic Forecasting Advisory Council for use in determining the state’s current and projected financial picture; and independently provides advanced levels of research and analysis to the Director, Secretary of Finance, and others on tax policy and related issues.  The position may oversee or direct special projects on behalf of the Department, and will liaise with the State’s fiscal leadership and financial officials of other states and private-sector entities to keep abreast of economic conditions which may significantly affect the state’s financial position.

 

Essential Functions

  • Provide accurate, in-depth research and analysis of existing and/or proposed legislation and determine the potential impact on state operations.
      
  • Identify economic factors affecting state revenues and project economic trends and evaluate fiscal policies.
     
  • Utilize current econometric techniques and computer simulation modeling to accurately generate economic forecast.
     
  • Research, develop and prepare complex financial reports pertaining to state and national economics and other fiscal matters.
     
  • Provide concurrent budgetary analysis by monitoring state revenues and disbursements.
     
  • Keep abreast of evolving computer simulation and econometric modeling to provide the most effective analysis and projections.

Job Requirement Series

JOB REQUIREMENTS for Economic/Fiscal Analyst
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Possession of a Bachelors degree or higher in Public Administration, Economics, Business Management, Accounting, Finance, Public Policy or related field.
  2. One year experience in econometrics which includes the application of mathematical and statistical techniques to economics in the study of problems, the analysis of data, and the development and testing of theories and economic models.
  3. One year experience in tax policy analysis.
  4. Six months experience in public finance which includes analyzing government revenue and expenditures, public trusts and investments, budgets and taxation; evaluating economic impact, making projections and recommending public policies.
  5. Knowledge of computer modeling for analysis, simulation, and forecasting.
  6. Six months experience in interpreting laws, rules, regulations, standards, policies, and procedures.

  1. Possession of a Bachelors degree or higher in Public Administration, Economics, Business Management, Accounting, Finance, Public Policy or related field.
  2. Three years experience in econometrics which includes the application of mathematical and statistical techniques to economics in the study of problems, the analysis of data, and the development and testing of theories and economic models.
  3. Three years experience in tax policy analysis.
  4. Six months experience in public finance which includes analyzing government revenue and expenditures, public trusts and investments, budgets and taxation; evaluating economic impact, making projections and recommending public policies.
  5. Knowledge of computer modeling for analysis, simulation, and forecasting.

Conditions of Hire

Criminal background check:  A satisfactory criminal background check is required as a condition of hire.  The recruiting agency may require the applicant to pay for the criminal background check as part of the conditional offer of hire.
