Introduction

 

The Division of Air Quality monitors and regulates all emissions to the air. It issues permits to construct and permits to operate air contaminant sources. The Division maintains emission inventories from business and industry. It develops the State’s implementation plan as required by the Clean Air Act.

Summary Statement

This position is responsible for conducting compliance assistance and on-site inspections for compliance with DNREC's Division of Air Quality Area Sources Regulations. Area Sources include Asbestos Abatement sites, Auto Body Shops, Dry Cleaning Facilities, Gasoline Delivery Vessels, DMV Motor Vehicle Emission Inspection Equipment and Technicians, Open Burning sites, and other area sources as identified and required.  Other responsibilities include data management and drafting inspection reports, permits, and correspondence for area sources.

Essential Functions

  • Conducts random and scheduled on-site inspections of a specific type of facility or operation and equipment to identify or evaluate malfunctions or noncompliance.  Inspections may involve visual observation of facility operating conditions and/or sampling of emissions/effluents by manual or instrumental methods.
     
  • Analyzes the conditions surrounding malfunctioning facilities and equipment.
     
  • Reviews applicable owner/operator records to ensure completeness and accuracy. Resolves discrepancies with the owner/operator to maintain or achieve compliance.
     
  • Prepares reports, including evaluations, based on information and data gathered from site inspections, monitoring reports, or submittals by facility owner/operators.
     
  • Maintains awareness of changes in regulations and reporting requirements, technology enhancements, and advances in sampling and operating methods.
     
  • Reviews and evaluates reports that may include lab analyses to determine facility compliance. In the event of noncompliance, evaluate the facility's corrective action and may provide information to support enforcement actions. 

Job Requirements

JOB REQUIREMENTS for Senior Environmental Compliance Specialist
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Six months experience in inspecting facilities to identify hazards, deficiencies, or permit violations.
  2. Six months experience in determining compliance with laws, rules, regulations, standards, policies and procedures.
  3. Three years experience in data collection which includes collecting, compiling and maintaining data from multiple sources such as files, records, databases, customers, staff or others.
  4. Six months experience in narrative report writing.
  5. Possession of a valid Driver's License (not suspended, revoked or cancelled, or disqualified from driving).
